Idris Walugembe, the town clerk of Gombe Town Council in Butambala District, has been arraigned before the Grade One Magistrate Court and charged with forgery.
Walugembe, who was arrested by detectives from the Anti-Corruption Unit of the State House, appeared before the Butambala Magistrate's Court on Thursday, with the help of the Director of Prosecution and the Police Criminal Investigation Department.
According to charge sheet, Walugembe, the town clerk Gombe town council while acting as the secretary to the district Service commission, between June and July 2022, with intent to deceive and without authority altered the registration for submission of application form for the position of inspector of schools by adding Abbas Musoke, as an applicant and thereby making him an eligible applicant for that position which was not right.
Walugembe allegedly committed the offences in his capacity as the acting Butambala district service commission, which was contrary to the law.
Presiding magistrate Amina Wahab, after reading the charges to the accused, asked him whether he knew about the charges, and he accepted.
"Have you understood the charges that have just been read to you?" The magistrate asked the accused.
The prosecution, led by Salama Nabbosa, the state attorney, asked court for an adjournment to allow it to look into the matter and prepare its side.
Court adjourned the matter to August 06, 2025, when the accused will be brought back to court for sentencing.
For close to a month now, the State House Anti-corruption Unit has been carrying out investigations on several issues, including embezzlement, mismanagement of funds and corruption-related issues.
On July 18, 2025, the SHAUCU, together with CID and the Director of Prosecution, arraigned before Butambala Chief Magistrate Court four Butambala district local government officials on charges of theft of fuel and conspiracy to defraud.
