Finance ministry releases sh264b for Parish Development Model

KAMPALA - The Ministry of Finance, Planning, and Economic Development has released a total of sh264b for SACCOs under the Parish Development Model (PDM). 

While announcing the national budget release for the third quarter of the current financial (January 2023 to March 2023) on Wednesday at the Finance Ministry, the Secretary to the Treasury, Ramathan Ggoobi, said by the end of June 2023, they will have released a total of sh1050b that was earmarked for the Parish Development Model in the 2022/2023 financial year. 

Out of the total of sh1050b, each of the 10595 parishes in the country is supposed to be allocated an annual budget of sh100m regardless of the size of the population. 

Ggoobi, however, expressed concern that out of the 10595 parishes, only 8931 parishes are implementing PDM projects.

The remaining 1664 parishes he added are not yet to be ready to implement the project which is the government’s main vehicle for the social-economic transformation of the country. 

“We have kept their money. We are careful not to release money for PDM when people are not ready to use it well,” he explained. 

The secretary to the treasury expressed so much optimism in PDM, arguing it would be a game changer in the social-economic transformation of Ugandans. 

“The PDM money is strictly for production. It is a very transformational programme which will get people into the money economy,” he elaborated.
