Finance minister says Museveni will solve traders, URA impasse

Finance minister Matia Kasaija says he is hopeful that the Uganda Revenue Authority (URA) impasse with the traders will be solved by the President.

Traders are Friday (April 19) expected to meet with President Yoweri Museveni over their ongoing strike in which they disagree with URA's decision to implement EFRIS (Electronic Fiscal Receipting and Invoicing System), which they say is not only costly but is going to be an avenue for double taxation on them.

The e-invoicing system is structured to limit a taxpayer from issuing an invoice without affecting inventory, where goods are involved.

According to URA, EFRIS is a new smart business solution used to record business transactions and share information with URA in real time (concurrently).

It involves the use of e-invoicing through the URA web portal and direct communication with business transaction systems (system-to-system connection), electronic fiscal devices, and electronic dispenser controllers to manage the issuance of e-receipts and e-invoices

Kasaija, while appearing before Parliament's Joint Committee of Trade and Finance on Thursday, asked the traders to calm down and that he would like to have their issues resolved as soon as possible.

According to him, Friday’s meeting with the President will help guide them on how to solve the problem.



Six supermarkets pay sh20b every month

URA Commissioner General John Musinguzi, while appearing before the committee informed MPs that currently, they collect between shillings 18 billion and 20 monthly from the central business district from six supermarkets and says the EFRIS system will help them address the gaps.
