New Patriotic League of Uganda (PLU) Secretary General Fadil Twalla has declared corruption Uganda's greatest development challenge, pledging to mobilise the organisation's structures across the country to support accountability, service delivery and grassroots mobilisation.
Twalla made the remarks on Wednesday as he officially took over from outgoing Secretary General David Kabanda at a ceremony held at the PLU headquarters in Naguru. The event attracted ministers, Members of Parliament, religious leaders, political leaders and supporters of the organisation.
The Tingey County MP thanked PLU Chairman Gen. Muhoozi Kainerugaba for entrusting him with the position and described the chairman's vision as an inspiration to many Ugandans. “Your vision of a patriotic, disciplined, united, service-oriented Uganda continues to inspire millions of Ugandans, especially the youth.”

Twalla also paid tribute to his community in Sebei and the people of Tingey County, saying they played a major role in his political journey. “It is through that office that I have been able to be visible and caught the eye of my Chairman. I will forever remain indebted to you.”
Acknowledging the contribution of David Kabanda, outgoing Secretary General, Twalla credited him with helping transform PLU into a vibrant national movement. We inherit a strong foundation, and our responsibility is to strengthen it further.”
He used his maiden speech to unveil a five-point agenda that will guide his leadership of the organisation. The first priority, he said, will be completing and operationalising PLU structures from the village level to the national level.
“The foremost priority of the office of General Secretary shall be verification, completion and operationalisation of PLU leadership structures across the entire country.”
He said this would be accompanied by aggressive grassroots mobilisation, recruitment and citizen engagement campaigns.

His second priority is fighting corruption, which he described as the greatest threat to Uganda's development. “Corruption remains the greatest threat to Uganda's development. Every shilling stolen from government is a school not built, a hospital not equipped, a road not completed and a job opportunity denied to our young people.”
Twaha pledged that PLU would support efforts aimed at eliminating corruption and encourage citizens to demand accountability. “Patriotism is not merely loving Uganda with words; it is protecting Uganda's resources with action.”
The third pillar of his agenda focuses on service delivery. “The success of any government is measured not by policies on paper, but by services delivered to the people.”
Twalla said PLU members across the country would monitor government programmes to ensure health centres, schools, roads and agricultural programmes deliver results for citizens. He also pledged to prioritise youth empowerment through skills development, entrepreneurship, innovation and technology.
“A patriotic youth is Uganda's greatest strategic asset,” he said.
His final priority is promoting unity, discipline and national cohesion. “Uganda's greatest strength is its unity regardless of tribe, religion, region or political affiliation. We are all Ugandans.”
Twalla promised to build on the discipline and patriotism championed by Gen. Muhoozi and vowed not to dilute those principles. “As our Chairman has demonstrated through his leadership, discipline remains the foundation upon which successful institutions and nations are built. I will not water down his efforts.”
Calling on members to support government programmes and remain vigilant against corruption, Twalla said the opportunity before the organisation is greater than the challenges it faces. “The future of Uganda is bright, and together we shall make it even brighter,” he said.
