Speaker of Parliament Anita Among has eulogised former National Environment Management Authority (NEMA) executive director Dr Tom Okurut, describing him as a dedicated servant who served the nation diligently.
“It is with great sadness that we learnt of the passing of Dr Okurut Tom, the former Executive Director of NEMA. He was a dedicated servant of our nation who unfortunately left us after undergoing brain surgery,” Among stated on X (formerly Twitter) yesterday, April 14, 2024.
She added: “Our thoughts and prayers are with his family and friends during this difficult time. May his soul rest in peace”.
Reports indicate that Okurut passed away on Sunday afternoon at Platinum Hospital, Nakasero in Kampala after undergoing surgery to remove a blood clot from his brain.

Okurut served as NEMA executive director from 2011 but left after serving two five-year terms.
Okurut obtained his postgraduate studies at IHE Delft, the Netherlands after graduating from Makerere University. He was recognised with the IHE Delft Alumni Award in 2014 for his outstanding contributions to water management.
Therefore, his death is not only a loss to the environmental community but also to the nation as a whole. His visionary leadership and dedication have left an enduring mark on Uganda’s environmental consciousness.
He worked as the first executive secretary of the Lake Victoria Basin Commission based in Kisumu, Kenya, before returning home to head NEMA.
