Baguma holds a Bachelors Degree in Economics and Statistics from Makerere University Kampala and a Masters in Business Administration in Financial Management from the University of Hull (United Kingdom).
The Board of Directors of the Uganda Energy Credit Capitalisation Company (UECCC) has appointed Roy Nyamutale Baguma (Pictured) as the Managing Director.

KAMPALA - The Board of Directors of the Uganda Energy Credit Capitalisation Company (UECCC) has appointed Roy Nyamutale Baguma as the Managing Director.
His appointment takes effect April 1, 2024.
Baguma is a seasoned investment and development finance professional with 28 years of Development Finance Experience with both local and Regional Development Finance Institutions namely Development Finance Company of Uganda - 1 year, Preferential Trade Area Bank (PTA Bank) now Trade and Development Bank –8 years (5 years in Senior Investment Management positions), East African Development Bank – 6 years in Senior Investment Management positions and UECCC- 13 years in a Senior Management position serving as the Director, Transaction Execution.
Baguma holds a Bachelors Degree in Economics and Statistics from Makerere University Kampala and a Masters in Business Administration in Financial Management from the University of Hull (United Kingdom).
He is also a Certified Public Private Partnership (PPP) Specialist of the Institute of Public-Private Partnerships – IP3 Washington DC and many other Euromoney Training Certifications.
UECCC mandate
The Uganda Energy Credit Capitalisation Company (UECCC) is a Government institution set up under the Companies Act as a Company Limited by Guarantee.
It was operationalised in 2009 primarily to facilitate investments in Uganda’s Renewable Energy Sector, with a particular focus on enabling private sector participation.
The Company’s main objective is to provide financial, technical, and other support for Renewable Energy Projects and Programmes.
UECCC is also the administrator of the Uganda Energy Capitalisation Trust (“The Trust”) which is a framework for pooling resources from Government and Development Partners for the development of Renewable Energy Projects.
In line with National Development Plan (NDPIII) Sustainable Energy Programme objectives that include amongst others; Increase access and utilization of electricity, Increased adoption and use of clean energy, and Promotion of utilization of energy efficient practices and technologies, UECCC is implementing various financing programmes to contribute to the achievement of the above.
