Russian President Vladimir Putin has highly assessed the results of the second Russia-Africa Summit in St Petersburg.


“We highly assess the results of our joint work during the summit. I am convinced that the results we have achieved will lay a good basis for further strengthening the Russian-African partnership in the interests of the prosperity and well-being of our nations,” Putin says at the second plenary session on Friday.

“This time was not wasted, we worked constructively, in the atmosphere of mutual understanding, trust, and sincere friendship, which are traditionally characteristic of Russian-African co-operation.

“The main declaration of the second Russia-Africa Summit and a number of sectoral declarations have been drafted and agreed,” Putin says, adding that these documents contain provisions on the prevention of an arms race in outer space, on co-operation in the area of international information security, on closer cooperation in fighting against terrorism.

“Apart from that, the Russia-Africa Partnership Forum Action Plan for 2023-2026 is ready to be adopted,” adds the Russian leader.

According to Putin, the forum has provided an opportunity to exchange views “on the entire spectrum of strategic cooperation between Russia and African countries".

He notes that pressing global problems, as well as issues of international politics and the global economy, cultural and humanitarian co-operation have been discussed in detail during the summit’s plenary sessions, roundtable meetings, panel sessions, and bilateral communication.

“We outlined key areas for further joint work, set tasks for strengthening foreign policy coordination, expanding trade and investment flows and industrial cooperation between Russia and African countries,” says Putin.

Moscow created ideal conditions for making the Russia-Africa Summit a success, President of the Comoros Azali Assoumani, who also chairs the African Union, says at the conclusion of the summit in St Petersburg.


“I can sincerely thank you; thank you, my dear brother,” he says, addressing Russian President Vladimir Putin. 

“I would also like to thank Russian institutions and the Russian people for their fraternal and very warm welcome. I would especially like to highlight the very good conditions that were created to make this summit a real success,” adds Assoumani.

“Once again, Mr. President, thank you very much. I would also like to congratulate you because you have indeed achieved success. 

"It means success for President Putin and success for us Africans. If Russia wins, Africa wins, too,” says Assoumani.

Russia and African nations plan to create a permanent mechanism on security issues, President Putin tells reporters following the Russia-Africa Summit in St Petersburg.

“There also are plans to create a new permanent Russian-African mechanism for coordination on security issues, including the fight against terrorism and extremism, as well as food security, information technologies, the non-deployment of weapons in outer space and climate change,” he points out.

The rise in food and fertilizer prices is the matter of concern for Russia and African nations, the Second Russia-Africa Summit Declaration reads.

The parties expressed “deep concern over the challenges related to global food security, including the rise in food and fertilizer prices, as well as the disruption of international supply chains, which disproportionately impact the African continent,” as stated in the declaration.

Participants in the Russia-Africa Summit also confirmed their willingness to reconcile approaches to energy co-operation issues, says TASS.

African countries are pleased with the results of meetings with Russian representatives at the Russia-Africa Summit in St Petersburg, says Azali Assoumani, the head of the African Union.

“I believe that success awaits us. And we are very grateful, satisfied with the results of our meetings,” says the official, who is also the president of the Union of the Comoros.

The leaders of African countries that came to St Petersburg to attend the Russia-Africa Summit showed political will and independence, Russian President Vladimir Putin said in a statement for news media following the summit.

“Representatives of African countries have shown political will, demonstrated their independence and real interest in developing cooperation with our country," he said Friday.

"We appreciate this and are convinced of the successful future of Russian-African relations based on the traditions of time-tested friendship."


According to the president, the summit reaffirmed the firm commitment of both Russia and Africa to further development and the search for new forms and areas of mutually beneficial partnership.

“In this context, it is a very telling sign that a solid package of joint documents was adopted as a result of the work."

Meanwhile, Putin said that Russia-Africa summits will take place every three years.

“The Sochi agreement to hold Russian-African summits every three years has been reaffirmed," he said.

"In between Russia-Africa summits, the mechanism of dialogue partnership will be in place, and regular political consultations will continue through the foreign ministries of Russia, African countries and the leadership of the African Union."

Russia and African countries agree with the necessity to implement reforms in the World Trade Organization (WTO), participants in the Second Russia-Africa Summit stated in their Declaration.

“Agree on the need to reform the WTO to ensure an open, transparent, inclusive, and non-discriminatory world trading system while preserving the WTO fundamental principles, including the special and differential treatment for developing and the least developed countries. The reform process should be inclusive, transparent and member-driven,” the document reads.

Russian and African countries will counter attempts to use international legal arms control instruments for political purposes.

“Counter the attempts to employ international arms control, disarmament and non-proliferation instruments for political purposes not associated with the subject matter of these arrangements,” the document reads.

 7:23 pm      Putin believes current volume of trade with Africa not ‘the limit’

The current level of trade turnover between Russia and African countries is “far from the limit”, Russian President Vladimir Putin has said.

“Despite the challenging conditions in global markets, trade with Africa is steadily increasing," he says.

"The current level clearly indicates that this is far from the limit. In absolute terms, this is not a goal we should have set for ourselves. It is still quite modest."

According to Putin, “an increase in Russian-African trade turnover and its diversification will be facilitated by a more active transition to settlements in national currencies, as well as the establishment of new transport and logistics chains”.

Russian economy minister Maxim Reshetnikov said earlier in an interview with TASS that settlements in rubles and currencies of "friendly nations" will be in demand in trade and economic relations with Africa. 

“The high volatility of most African countries' economies impedes the completion of transactions and settlements in their national currencies.

"At the same time, settlements in rubles and currencies of friendly nations, particularly yuan, will be in demand in trade and economic relations with Africa,” said Reshetnikov.

Russia is ready to share its expertise with African nations and propose different modes of cooperation in the digital transformation sphere, Minister of Economic Development Maxim Reshetnikov told TASS in an interview on the sidelines of the Russia-Africa summit.

“As regards the longer term, countries of the African continent will undergo a digital transformation over the coming decade. 

"We are ready to share expertise with our counterparts, offer mutually beneficial options for co-operation, and provide comprehensive solutions. 

"This is related to the implementation of digital technologies in education, healthcare, transport and public utilities, to make these industries more efficient, cost-saving and ecofriendly,” Reshetnikov said.


Imports from Africa are small, slightly above $3b, the minister said. 

Russia is proactively increasing imports of cocoa beans from Ghana and Cote d’Ivoire, coffee from Tanzania and Uganda, as well as Kenyan tea. 

Russia is also importing South African oranges and grapefruits, Egyptian tomatoes, Algerian dates, Kenyan avocados, and foods from other countries, Reshetnikov added.

 6:10 pm      Russia, Ethiopia to co-operate on nuclear energy

Russian state nuclear corporation Rosatom and the Ethiopian Ministry of Innovation and Technology have signed a roadmap for co-operation in the peaceful use of nuclear energy, a TASS correspondent reported from the Russia-Africa summit.

The document was signed by the head of Rosatom, Alexei Likhachev, and the Minister of Innovation and Technology of Ethiopia, Molla Bellete.

“The roadmap defines the specific steps the parties will take in 2023-2025 to explore the possibilities of building nuclear power plant of large or small power capacity, as well as a Center for Nuclear Science and Technology in Ethiopia. 

"The two parties plan to join forces to develop Ethiopia’s national nuclear infrastructure, organize technical tours and seminars, and hold meetings of specialized working groups,” the press service of the state corporation said.

 5:25 pm      Museveni critical of 'unjustified wars'

President Yoweri Museveni has said that fighting an unjustified war is a waste of time and that even if the perpetrator comes out victorious, the gains will likely be temporary.

He was speaking at a plenary session of the Russia-Africa Summit in St Petersburg on Friday.


Museveni said dialogue should instead be explored to solve existing issues as opposed to turning to violence as the only solution for human disagreements.

“You cannot win an unjustified war and history has proved that. Humanity will overcome it ultimately," he told delegates.

"Historically, the religious wars in Europe and the fight between the feudalists and the emergence of capitalism in Europe are a historic testimony because they were justified and of a right cause; humanity came out victorious beyond all odds."

Museveni castigated forces that overthrow legitimate and democratically elected governments in Africa, with the recent one taking place in Niger, an act he said is shameful in the modern era.

Meanwhile, the Ugandan president used the platform to urge Russia and other developed allies of Africa to help the continent to do away with exportation of raw materials by supporting the continent’s industrialization agenda.

He referred to exportation of raw material as “modern slavery and the remaining major bottleneck of neo-colonialism”.


Museveni explained that whereas the global coffee business annually is $460b, the world coffee-producing countries' share is only $25b while coffee-producing Africa get a mere $2.5b due to the exportation of unprocessed coffee. 

He said that African allies can even ban the importation of raw materials from Africa to their countries to encourage industrialists to invest on the continent, which he said would boost people’s income, enhance the population's purchasing power and provide a market for the industrialists.

In his remarks, President Vladimir Putin said that Russia has at all times been an ally of Africa from her independence struggle and is on record to have never attempted to plunder any part of Africa but rather have contributed to the development of the continent.

He added that Russia has at all times been monitoring with interest the plight of Africa in the areas of security, economic exploitation and humanitarian issues and that the vast country has always and will continue working with Africa in these areas in line with the United Nations charter.

Putin said Russia and Africa are united in the fight against terrorism, climate change and the imposition of unilateral sanctions by self-seeking nations.

“Some countries have become the founders and interpreters of international laws and just use them for their own benefit and this is unacceptable,” he said.


The Russian leader said that it is time for African countries to fight for their sovereignty and Russia was to back the continent in their quest to have permanent representation on the major United Nations bodies.

“Sovereignty is not something you achieve but it’s something you have fought for, and Africa must continue fighting for its sovereignty.”

He commended the African leaders for their input in trying to find a solution to the conflict in Ukraine and said that Russia attaches a lot of importance to the efforts of the African leaders.

Russian President Vladimir Putin has portrayed African countries struggling for independence as being on par with the Soviet Union’s war against Nazism as he stressed that both fights were for the sake of all humankind.

Commenting on the role of Russia in the fight against Nazism, Putin said: “That fight was fought by the Soviet Union and Russia in the interests of all mankind, to liberate mankind from Nazism."

"I’d like to stress that Africa, too, has been fighting for its independence and against apartheid not only for the sake of Africa itself, it has been fighting for the sake of all humankind.”

According to the Russian leader, as a result, this fight will improve the quality of relations and hence the situation in the world. 

“And here I certainly agree with Mr. [President Ibrahim] Traore [of Burkina Faso] that African countries fighting for genuine independence and freedom is very much similar to what happened to the Soviet Union and Russia in their fight,” Putin concluded.

 4:50 pm      'Russia, Africa to deepen ties in cybersecurity'

Russia and African nations will boost their co-operation in cyberspace, despite ongoing Western pressure and threats, a senior Russian diplomat told TASS on the sidelines of the second Russia-Africa Summit.

“Of course, they [Westerners] oppose such cooperation very much. During arrangements for this summit, they exerted direct pressure on our friends. They tried frightening them with sanctions and even went so far as to threaten them with asset freezes," said Artur Lyukmanov, director of the Russian foreign ministry’s Department of International Information Security.

"For example, the families or children of individual African politicians living in Europe or the United States — they hear similar threats.

“But the forum is taking place anyway. Of course, we appreciate such responsible attitudes on the part of African countries. And this assures us that we can do more and do better in our relations and make this historical partnership between Russia and Africa stronger, especially in information security,” the Russian diplomat said.

Lyukmanov also urged efforts “to protect citizens and public figures in our countries from the use of IT for criminal purposes, be it surveillance, fraud or simply attempts to mislead as part of information and psychological operations".

 4:38 pm      Russia eyes exotic fruits, cocoa beans from Africa


Russia is interested in expanding purchases of African products, including tropical fruits and cocoa beans, Deputy Agriculture Minister Sergey Levin said in his speech at the Russia-Africa summit.

“Our countries perfectly complement each other in terms of their natural and climatic conditions. What grows well and is produced in Russia does not grow very well in Africa, and vice versa. We are interested in expanding purchases of African products — both tropical fruits and cocoa beans and many other products,” he said.

The Deputy Minister stressed that Russia has great potential in expanding trade with African countries. Despite the difficulties of recent years, Russian food exports to African countries continue to grow steadily, Levin noted.

“Over the first half of 2023, it has grown significantly, we have increased almost all product groups that we supply to African countries. We believe that we can further increase these supplies,” he added.

The Russian government and the Central Bank are considering an opportunity of connecting African banks to the Russian System for Transfer of Financial Messages, Minister of Economic Development Maxim Reshetnikov told TASS in an interview on the sidelines of the Russia-Africa summit.

“We are supporting the opportunity for convenient mutual business-to-business settlements. To this end we are working together with the Central Bank on the connection of African banks to the Russian System for Transfer of Financial Messages and the transition to payments in rubles. 

"Partners express readiness to look for mutually beneficial solutions,” the minister noted.


The minister also reminded about logistical issues and searching for extra funding sources for construction of the port infrastructure in African countries. 

“In particularly, to substitute goods earlier coming to us from unfriendly countries. The Russian Export Center is doing major efforts in this direction," he added.

The Republic of Cameroon expects Russia’s support in raising financial aid, including through the International Monetary Fund (IMF), the country’s president Paul Biya said at a plenary meeting of the second Russia-Africa summit.

“The problem of our countries’ development is still relevant, with the current crisis having aggravated the situation even more. 

"As previously, we hope that Russia will support us, in particular, in raising financial resources. We would like a request to the IMF, other financial structures for solving our problems,” he said.


Yaounde also seeks to establish cooperation with Moscow in the area of combating terrorism, the republic’s president added. 

He also expressed hope that Russia will support Africa in its intention to be represented on international platforms.

The level of Russia’s relations and co-operation with the Central African Republic (CAR) will be preserved, Russian President Vladimir Putin has said.

“First, I would like to say that, naturally, it (the level of co-operation) will be preserved in all the most critical areas of our co-operation. There is no doubt about this. But, of course, we must do more. We have a lot of opportunities,” he said at a plenary session of the second Russia-Africa forum.

According to the Russian leader, Russia and the Central African Republic will continue efforts to strengthen their co-operation and relations.

 3:45 pm      Russian agriculture exports to Kenya soar 11-fold

Exports of Russian agriculture products to Kenya soared 11-fold in the first half of 2023 year-on-year to 609,200 tonnes, Russian Agriculture Minister Dmitry Patrushev told reporters at the Russia-Africa summit.

“Egypt, Algeria and Libya are among the main importers of Russian food. Trade with Kenya is expanding. For example, Russian exports to the country climbed 11-fold in January-June of this year in volume terms to 609,200 tonnes,” he said.

Russia plans to continue developing trade with African nations on a whole range of agriculture products in the future, the minister added.

Africa is turning into a new centre of power despite the fact that “some manifestations of colonialism” still persist on the continent, Russian President Vladimir Putin told a plenary meeting of the Russia-Africa summit on Friday.


He noted the similarity of views of Moscow and African countries, compared their struggle for independence with the Soviet Union’s fight against Nazism and assured that the Russian side respects the peaceful initiatives of African countries on Ukraine. 

In addition, the African states’ indebtedness written off by Russia exceeds $23b, with another $90m planned to be allocated for those purposes.

TASS has gathered Putin’s main statements. Here they are:

On Africa’s new role and remnants of colonialism

Africa is turning into “a new center of power,” and everybody will have to reckon with it.

“The era of hegemony of one or several countries is receding into the past — however, not without resistance on the part of those who got used to their own uniqueness and monopoly in global affairs.”

“Some manifestations of colonialism persist and are still being practiced by former colonial powers, in particular in the economic, information and humanitarian spheres. The situation in many regions of Africa remains unstable particularly due to the West’s ‘divide and rule’ policy.

Russia favours expanding the role of African countries in the UN, including the Security Council: “It is high time to remedy historical injustice.”

On identity of positions

The positions of Russia and African nations “are very close or coincide completely.” 

They jointly stand for forming “a new, more just world order, they jointly defend international law, the UN Charter", not “the order based on rules” offered by the West.

Moscow and African capitals stand against unilateral sanctions and “restrictive measures, which are in actual fact punitive restrictions” for an independent line. 

They jointly stand against using the topics of climate, protection of human rights and “the so-called gender agenda for malign political purposes.”

“Russia and Africa are united by an inherent aspiration to defend genuine sovereignty, the right to one’s own unique path of development.” “Sovereignty is not a state achieved once and forever. It has to be constantly fought for.”

On co-operation with Africa

“Russia’s attention toward Africa is continuously growing.” 

“Moscow is ready to reinstate and open new Russian embassies abroad, as well as to increase the staff of a number of functioning embassies.” 

Russia “would welcome its African friends’ counter steps and provide support in opening new embassies, consulates, other missions of African countries".

Russia has a lot to offer its African partners. 

Moscow is increasing “supplies of agriculture products to Africa as it understands the importance of uninterrupted supply of food for social and economic development and maintained political stability of African countries".

In particular, “11.5 million tonnes of grain were delivered to African states in 2022, and almost 10 million tonnes in the first six months of this year despite illegal sanctions that have been imposed against Russian exports".

“Russia also participates in efforts on easing the debt burden of African countries. The indebtedness written off by Russia has reached $23 billion by now. According to the latest requests of African countries, Russia will allocate another $90 million for those purposes.”

On situation in Ukraine

Russia understands that the Ukrainian crisis is “a pressing problem” and that “we do not evade its consideration”.

Moscow respects the peace initiatives of African leaders: “We are attentively considering them.”

 2:45 pm      CAR president thanks Russia on averting civil war

Russia’s support helped save democracy in the Central African Republic (CAR) and avoid a new civil war in the country, the republic’s leader Faustin-Archange Touadera said at a plenary session of the Second Russia-Africa Summit.


“Russia, not fearing any geopolitical problems, is providing assistance to our country, to our armed forces, security services, in fighting terrorist organizations. <…> Ties have been established between our countries and peoples, which managed to save democracy in our country — we organized free democratic elections — and avoided a new civil war, the consequences of which would have been catastrophic,” he said.

“I would like to thank the Russian Federation for the resolve with which Russia supports Africa in its fight for sovereignty, for our rights outlined in the UN Charter. 

"I would like to thank the Russian president, Russia’s leadership and people for wonderfully organizing our forum, for cooperating with Africa despite geopolitical difficulties, difficulties of a climatic and energy nature, our country appreciates Russia’s assistance. 

"Our friendly relations are at the highest level,” the CAR leader added.

 2:34 pm      Mali thanks Russia on army support

Mali managed to strengthen its armed forces and ensure domestic security through Russia’s assistance, Malian Transitional President Assimi Goita said at a plenary session of the Russia-Africa Summit.

“Mali has a military partnership with Russia and is thankful for its support and friendship. It is thanks to Russia that we have been able to strengthen our defense forces, security services and law enforcement agencies. 

"Mali’s Armed Forces are currently on the offensive; we have significantly reduced the number of [terrorist] attacks on military bases and managed to ensure security in many areas,” he pointed out.


Goita thanked Russian President Vladimri Putin and the Russian government for their support. He emphasized that Mali had succeeded in advancing its fight against terrorism.

The West African nation needs “to become completely independent and self-sufficient” in the future, Goita said. 

The strengthening of Mali’s Armed Forces, which will now be able “to protect the territorial integrity” of the country, will make it possible to achieve this goal. According to Goita, Russia proved to be “a reliable partner” during hard times for Mali. 

“Russia provided the country with ‘assistance in dealing with difficulties;’ besides, it has always ‘respected Mali’s sovereignty."

 2:17 pm      Any new proposals for Ukrainian settlement?

Russian President Vladimir Putin and African leaders are set to continue talks on the Ukrainian settlement on Friday, but the delegations didn’t bring any new proposals, Kremlin spokesman Dmitry Peskov said.

“The dialogue that was planned in St Petersburg will continue today. We agreed then, and the president promised that he would definitely continue the dialogue," he told reporters.

"Africans will continue to ask questions on the Ukrainian issue, and the president will be ready to give exhaustive answers."

He answered “no” when asked if African delegations had brought any new proposals for the settlement.

Many African countries have expressed their desire to join BRICS, including Ethiopia, Oleg Ozerov, Ambassador-at-Large and Head of the Secretariat of the Russia-Africa Partnership Forum, has said.

“Many countries have expressed such an intention. Including Ethiopia. But now I wouldn’t count yet, because their number is growing. 

"This issue will be discussed at the BRICS summit. I think the situation will be clearer there,” he tells TASS in an interview.

Russian President Vladimir Putin says problems on global food and energy markets arose even before the situation in Ukraine.


“I have already said and I would like to simply repeat that the difficulties on global food and energy markets did not arise yesterday, neither did they occur due to the situation in Ukraine," he says at a plenary session of the second Russia-Africa Summit on Friday.

"They started arising during the fight against the coronavirus pandemic as many countries, including developed states, closing enterprises over sanitary reasons were forced to accordingly support their population and their production in various sectors."

 12:47 pm      'Russia does not evade discussion of Ukrainian crisis'

Russian President Vladimir Putin says the Ukrainian crisis is a pressing problem and Russia does not evade its consideration.

He notes the elevated political and economic role of African countries.


Putin says he intends to discuss the Ukrainian settlement at today’s meeting with representatives of African countries.

“This is a very important issue and we will certainly discuss it. We will devote special time to it today,” he says in response to the statement of the President of the Republic of Congo, Denis Sassou Nguesso, who called for considering the African peace initiative and ending the Ukrainian conflict.

In his multi-faceted delivery, Putin also says Moscow intends to help African countries open new embassies and consulates in Russia.

“We would welcome our African friends’ counter steps and provide support in opening new embassies, consulates, other missions of African countries in Russia.

The Russian president also says Russia will allocate more than $90m for lowering the debt burden of African countries.

“Russia also participates in efforts on easing the debt burden of African countries," he says.

"The indebtedness written off by Russia has reached $23b by now. According to the latest requests of African countries, we will allocate another $90m for those purposes, their development."


On agriculture, Putin says Moscow is increasing its supplies of agriculture products to African countries even despite restrictions that have been imposed against its exports.

“We are increasing supplies of agriculture products to Africa as we understand the importance of uninterrupted supply of food for social and economic development and maintained political stability of African countries. 

"For example, 11.5 million tonnes of grain were delivered to African states in 2022, and almost 10 million tonnes in the first six months of this year despite illegal sanctions that have been imposed against our exports,” says the Russian leader.

African countries ask third parties not to interfere in the continent’s domestic affairs and oppose unconstitutional changes, President of the African Union and President of the Comoros Azali Assoumani has said.

“We ask some of our partners not to interfere in our affairs. We are against unconstitutional changes. What sometimes happens in our continent does not benefit our countries. The African Union condemns the unconstitutional changes that took place in Niger, we join the international community in this,” he said at the plenary session of the Russia-Africa Summit.

On the evening of July 26, the rebels announced the dismissal of Niger’s president, Mohamed Bazoum, the closure of the country’s borders and the suspension of the constitution.

They also formed the National Council for the Salvation of the Homeland, which assumed full power.


In a statement broadcast on national television, they guaranteed the physical integrity of the ousted authorities.

The rebels also announced the imposition of a nationwide curfew in Niger from 7:00 p.m. to 05:00 a.m. and the suspension of the work of all institutions in the country.

Niger’s capital is home to the largest French air base in this part of Africa. Military units from France, Germany, Italy and the US are also now in the country. Their numbers have not been disclosed.

President Putin says the situation across African regions remains unstable due to the colonial heritage and the `divide and conquer’ policy being pursued by the West.

“We have to acknowledge that numerous African regions are still facing instability, with interethnic conflicts being unresolved and deep political and socio-economic crises persisting," he says.

"This is certainly the difficult heritage of colonialism and the `divide and conquer’ policy that was pursued by Western colonial powers."

Moscow is also calling for expanding African nations’ presence in the United Nations Security Council and other UN bodies.


“We certainly share African nations’ desire to take a greater part in the activities of the United Nations," says Putin.

"We can see that the African Union has taken an active position on the matter. We are ready to practically consider proposals aimed at expanding the presence of African institutions and African nations in general in UN bodies, including in terms of the proposed UN Security Council reform. 

"We believe that the time has come to correct the historical injustice done to the African continent."

President Putin tells the summit in St Petersburg that Russia respects and carefully considers the peace initiatives of African countries on the settlement of the Ukrainian crisis.

“We respect your (African leaders') initiatives and carefully consider them."


On the same subject, Kremlin spokesman Dmitry Peskov says that although the Russian side "remains open", the same "cannot be said about the Ukrainians".

"The Ukrainians stick to their irreconcilable position, especially now that they are in quite an uneasy situation but, nonetheless, they keep rejecting any opportunity for dialogue."

President Putin says Russia and African countries are against unilateral sanctions and “punitive” restrictions against countries.

“We jointly stand against using the subject of climate, protection of human rights and the so-called gender agenda for unsavory political purposes," he tells the summit in St Petersburg.

"We reject such illegitimate practices as unilateral sanctions and restrictive, but actually punitive measures, causing harm to countries with an independent policy and creating economic problems on a global scale, containing development."

He says Russia and Africa intend to continue strengthening their co-operation in the economic and humanitarian areas.

“I will say it openly: our businessmen have a lot to offer respected partners from Africa."

'Increase diplomatic presence in Africa'


Putin says Moscow is also ready to restore and open new Russian foreign missions in Africa, as well as to increase the staff of a number of operating embassies.

“Russia’s attention to Africa is constantly growing, which is reflected in our plans to increase our diplomatic presence on the continent. We are ready to restore and open new Russian embassies abroad, as well as to increase the staff of a number of operating embassies,” he tells the plenary.

Meanwhile, the Russian leader says the political and economic role of Africa “has been growing exponentially,” as the continent is becoming a new centre of power "and everybody will have to reckon with this objective reality".

Sovereignty is not achieved once and forever and has to be constantly fought for, says Putin.

He says Russia stands for co-operation of equal countries, not self-isolation.

“What is important is that Russia and Africa are united by an inherent aspiration to defend genuine sovereignty, the right to one’s own unique path of development in political, economic, social, cultural and other areas. 

"That said, such an aspiration for independence and sovereignty does not mean self-isolation but on the contrary, implies the openness of cooperation between free countries and peoples. The countries that are equal in their rights."

 11:30 am      Russia to continue training African military, says Putin

President Putin tells the summit that the age of hegemony of one or several countries is "receding into the past" but that "not without resistance on the part of those who got used to their own uniqueness and monopoly in global affairs".

He also says Russia and African countries jointly favor building a more just global architecture, and their positions on most international issues are very close or completely coincide.

“Russia and African nations jointly stand for forming a more just world order as they jointly defend international law, the UN Charter and the central role of this global organization."


Putin says Russia will continue training military and law-enforcement personnel of African countries at its specialized educational institutions.

“The continent’s development is hindered by terrorism, the spread of extremist ideology, transnational crime and piracy," he tells the summit in St Petersburg.

"Russia also offers its assistance in countering these threats. We are interested in the closest co-operation between the law-enforcement agencies and special services of the Russian Federation and African countries. 

"We are determined to continue training military and law-enforcement personnel of African countries at Russian specialized educational institutions."

The Russian leader also says striving for independence and sovereignty does not mean self-isolation, it contributes to building relations with other sovereign states.

“Russia and Africa are united by an innate desire to defend real sovereignty, the right to their own distinctive path of development in the political, economic, social, cultural and other spheres," he says.

"Moreover, this desire for independence and sovereignty does not mean self-isolation, but openness, cooperation of free states and peoples, states equal in their rights."

In his delivery, Putin says Moscow will continue to take a responsible approach to agricultural product supplies, including deliveries grain and other products to countries in need free of charge.

“You can rest assured, dear friends, that Russia will always be a responsible international supplier of agricultural products," he says.

"We will continue to assist the most vulnerable countries and regions. We will supply our grain and other food, both for free and within the framework of the UN food programme."

 10:35 am      'I would never call Africa poor'

The opinion about Africa’s poverty reflects a universal delusion, in fact it is a rich continent, Burundian President Evariste Ndayishimiye told TASS.

“I would never call Africa poor, this is a common delusion. On the contrary, it is a very rich continent,” he said.

Ndayishimiye pointed out that since 2020, Burundi has entered the international and regional arena. The country’s role in Africa has increased, and "the African Union has strengthened regional mechanisms to find development solutions".

“Recently, the African Continental Free Trade Area was established. We also appreciate the role of sub-regional organizations in the region,” he added.

The president noted that African states should also “contribute to the development of all humanity.”

He also stressed that regional organizations will continue to develop “as long as African countries are present in them."

“For example, the East African Community (EAC) is in the process of becoming a political federation,” Ndayishimiye pointed out.

According to the head of state, the creation of common markets and customs unions "will contribute to the unity of the African peoples".

“This trade co-operation is aimed at expanding the African market. I am very hopeful that our vision will become a reality in the near future."

The Republic of Burundi is set to develop relations with Russia as it expects the Russia-Africa Summit to yield comprehensive solutions, said the landlocked East African nation’s President Evariste Ndayishimiye.


In an interview with TASS First Deputy Director-General Mikhail Gusman, Ndayishimiye said: “Burundi has been co-operating for decades with Russia. I am confident that we will continue to develop relations between our countries and between Russia and the African continent in general.” 

Adding: “This summit will enable us to find comprehensive solutions. This is why I look forward to its results and hope that it will bring us positive results."


The leader of Burundi said he was happy to participate in the Russia-Africa Summit as he described the event as “very important” for his counterparts and himself.

“We are entering a new period and we are facing global challenges, including climate change, diseases, pandemics and international terrorism. So, it is high time we changed the principles of our work, as we should develop our cooperation and join efforts globally,” Ndayishimiye emphasized.

According to him, “there used to be a bipolar world order,” but the world has been progressing toward multipolarity. 

“Therefore, we are happy that a frank dialogue has been maintained between developed nations and developing countries, and it’s an honor for me to take part in the Russia-Africa Summit,” concluded Ndayishimiye.

Russian President Vladimir Putin has used an African saying to describe his vision for relations with Africa, adding that Russia was ready to work jointly with African partners for long-term results. 

In his words, Russia is optimistic about future relations with African countries because they rest on strong bonds of friendship and mutual assistance. 


Putin’s meetings with leaders of African countries lasted longer than scheduled as the Russian leader tried to devote more time to his colleagues, the Russian foreign ministry’s official spokeswoman, Maria Zakharova, told reporters.

According to the Russian Ministry of Industry and Trade, fertilizers, metals, and lumber would account for more than half of Russian exports to Africa by 2024.

Africa’s share in Russia’s foreign trade turnover climbed from 2.3% in 2022 to 3.7% in 2023, acting head of Russia’s Federal Customs Service Ruslan Davydov said.

Russia is in talks about opening new embassies on the African continent, the Russian foreign ministry’s official spokeswoman, Maria Zakharova, said at a session of the Russia-Africa economic and humanitarian forum on Thursday.


“We are planning to open a large number of Russian embassies on the African continent. We are now conducting negotiations in this regard,” she is quoted by TASS as saying.

Zakharova did not specify the countries by name.

“But as soon as we come to terms with these countries about opening our embassies, we will certainly make an announcement,” she added.

A number of arrivals and departures from Moscow airports have been delayed when a powerful thunderstorm broke out in Moscow on Thursday night, according to online schedules.

A total of 16 flights were delayed and 4 cancelled in Vnukovo, six delayed and two cancelled in Domodedovo, 13 flights were delayed in Sheremetyevo.

The Flightradar air tracking service shows that several planes en route to Moscow had to perform a go-around.


TASS correspondents reported from various districts of Moscow and the Moscow Region that the heaviest downpours were reported in the Moscow Region’s northern, northwestern, western, southwestern and southeastern districts, as well as in New Moscow territories and in the west of the Russian capital.

The storm warning will remain in place until Friday morning, with gusts of wind of 15-17 metres per second.

Precipitation equaling about 50%-70% of the monthly norm is expected in the Russian capital between July 28 and 29.

Western countries threatened African nations with denial of International Monetary Fund (IMF) support if they co-operate with Russia, the Russian foreign ministry’s official spokeswoman, Maria Zakharova, told reporters on the sidelines of the second Russia-Africa Summit on Thursday.

“The West told a number of countries that if they refuse to take an aggressive, pro-Western stance towards Russia, they should not count on assistance from the International Monetary Fund or the World Bank,” she said.

“As you all know, the United States dominates this structures.”


In her words, the West exerted pressure on a number of political figures in African countries.

“They intimidated [their] families and threatened [them] with blackmail, threatened to impose sanctions and freeze assets and businesses,” she said.

“Their imagination in that regard is rich, and they have various pressure tools. But, at some point, we should find courage to tell them: ‘We’ve had enough.’”

🛰️  Russia’s state-run space corporation Roscosmos may assist a number of African nations in space launches, Roscosmos director general Yury Borisov has said.

In his words, as more and more countries tend to create satellite constellations on the orbit, “the demand for space launch services is projected to be high”.

“The demand is growing. The African continent’s proximity to the equator has certain benefits. That is why a number of African nations are reflecting on the possibility. We are putting forward ceratin proposals to meet this demand,” Borisov said in an interview with the Rossiya-24 television.

The official said those countries are located close to the equator.

“I’m not going to name these countries <…> until we are close to concrete commitments and negotiations,” Borisov added.

Earlier, the Roscosmos chief told the Russia-Africa forum that it will be premature to launch debates on a project to build a space launch facility in Africa until practical agreements are reached.

Russian President Vladimir Putin will address the plenary session of the Russia-Africa summit in St. Petersburg on Friday and will continue a series of bilateral meetings with African leaders.

Friday will be the main day of top-level events within the framework of the summit. The event will culminate with a plenary session, where Putin and the 17 African leaders who arrived in St. Petersburg will deliver their speeches. Overall, delegations from 49 countries of the continent are present at the event.


Later in the day, another plenary session will take place in the format of a working breakfast.

When the official events are over, joint documents will be adopted, including the summit’s final declaration. The document will reflect coordinated approaches to Russian-African cooperation and contacts on the international arena.

Putin will also hold a media briefing to sum up the results of the summit.

Meeting with African mission on Ukraine

Events within the framework of the summit will continue even after the formal part is over. For example, the Russian president will meet with the seven members of the African peace mission on Ukraine on Friday evening, in the format of a working dinner. It will be Putin’s second meeting with African leaders this summer.

The previous event in this format was held on June 17, in the Constantine’s Palace in St. Petersburg.

Bilateral contacts

Among bilateral contacts that Putin is scheduled to have on Friday are talks with the president of the Central African Republic Faustin-Archange Touadera, Cameroonian President Paul Biya, Senegalese President Macky Sall and Chairman of the Libyan Presidential Council Mohamed Al-Menfi.

The majority of bilateral meetings were held over the previous two days, on July 26 and 27, including with the leaders of Ethiopia, Egypt, Mozambique, Burundi, Zimbabwe and Uganda.

He also had talks with the leadership of the African Union and a working breakfast with a wide range of African regional organizations. He also met with the head of the BRICS New Development Bank.

On Thursday night, Putin held a formal reception for his foreign guests.

On Thursday, the African peace misson leaders condemned the coup d'état in Niger.

Below is their joint statement, signed by five presidents (Uganda, Comoros, Senegal, South Africa and Egypt):


We the African Heads of State leading Africa’s Peace Mission to Ukraine and Russia condemn the coup d'état in the Republic of Niger and call on the military establishment to ensure the safety of President Mohamed Bazoum. 

We further call for the return of the military forces to their barracks and to ensure the speedy restoration of the democratic order in Niger. 

We reject unlawful seizure of power by any group or individual as it undermines democracy, creates instability and reverses development in our continent. We support the position of ECOWAS, the African Union and the United Nations in their call for all parties to return to constitutional rule urgently and to refrain from further interference with the democratically elected government of the Republic of Niger. 

We make this call as we gather in St. Petersburg to forge closer ties with the Russian Federation and to continue with the peace mission that we started last month. In this regard we will be meeting with President Vladimir Putin to further discuss actions that can be taken on confidence building measures that will set both Russia and Ukraine on a path to peace. 

Our commitment to the end of this conflict does, which has claimed lives and increased our continent’s food insecurity does not blind us to equally devastating developments within Africa.

 8:15 am       Ukraine crisis: Museveni meets Africa's peace committee

It was an engaging Thursday evening for President Museveni in St Petersburg.

On the sidelines of the ongoing Russia-Africa Summit, he also met and held a meeting with the committee of the African peace initiative on the crisis in Ukraine that recently met Ukrainian President Volodymyr Zelenskyy and Russian President Vladimir Putin in an attempt to broker and end the conflict in Ukraine.


Although Museveni was one of the African leaders nominated to be part of the African peace initiative on Ukraine, he was unable to travel for the peace mission due to ill-health and sent former Prime Minister Dr. Ruhakana Rugunda to represent him last month.

The committee includes the Presidents of South Africa, Senegal, Zambia, Comoros Islands as well as other senior officials from African governments.

They met President Putin and President Zelenskyy separately in their respective countries with a view of pushing for the end to the conflict in Ukraine.

On Thursday in St Petersburg, President Museveni was briefed on the progress made by the committee in a quest for peace and the end of the conflict in Ukraine. They also shared the different views and sentiments held by the warring factions in Ukraine.


Museveni reiterated his commitment to continue working with the committee to ensure that a peaceful and amicable solution is realised in Ukraine for the good of the people of Ukraine, Russia, the region and the world.

Last evening, President Yoweri Kaguta Museveni held bilateral talks with his Russian counterpart, Vladimir Putin, on the sidelines of the ongoing second Russia-Africa Summit in St Petersburg. 


During the meeting, Museveni outlined areas of co-operation with Russia that include oil exploration, nuclear power energy, fertilizers, the pathogenic economy, electric batteries, and space science that would enable Uganda to have its own dedicated satellite.


He also proposed to his host to discourage by policy the importing of raw materials from Africa but instead work with the African governments to add value to products at source, as this would transform the economies of the continent in a very short time; from low middle income to high middle-income status.


On his part, President Putin said that Russia remains committed to strengthening co-operation between Russia and Africa in economic, political, security, trade and humanitarian areas.

He said Uganda remains one of Russia's key partners and allies on the African continent with a diplomatic relationship that has stretched over 60 years. 


Putin said that due to the good relationship under co-operation, trade between Uganda and Rsussia has increased five times in the last 6 months compared to last year. 

He his government would double the education scholarships to Ugandan students and up two modern mobile laboratories that can diagnose many diseases, including epidemic ones.


Putin further said that he is happy that Uganda and Russia have close positions on the international arena that he said is based on commitment to shaping a just world that is accommodative to everyone and expressed happiness that Uganda was to chair the non-allied movement.

Among the members of the Uganda delegation that attended the sidelines meeting were ministers Jeje Odongo (foreign affairs), Vincent Bamulangaki Ssempijja (defense) and Dr Jane Ruth Aceng (health).


The two-day Russia–Africa Summit that kicked off Thursday is the highest-profile and largest-scale event in Russia-African relations, aimed at bringing about a fundamentally new level of mutually beneficial partnership to meet the challenges of the 21st century.

The goal of the event is to promote efforts to strengthen comprehensive and equal cooperation between Russia and African nations across all areas of society including politics, security, economic relations, science and technology, and the cultural and humanitarian spheres.

 6:03 pm       Russia’s main trade partners in Africa

The second Russia-Africa summit, as well as an economic forum organized within its framework, is taking place on July 27-28, 2023 in St Petersburg. TASS has assembled files on Russia’s main trade partners on the African continent:

Egypt 🇪🇬

The Arab Republic of Egypt is traditionally the leader in terms of trade turnover with Russia among the countries on the African continent. In 2021, it accounted for 26.9% of total trade between Russia and Africa, or $4.8b (figures are provided by Russia’s Federal Customs Service).


That said, exports from Russia to Egypt reached $4.2b, while imports amounted to $592m. Cereals accounted for almost 40% of Russian supplies. Moreover, copper and articles made therefrom, wood and wood products, good for classified use, fats and oils, ferrous metals were also exported. Supplies of fruits, nuts and vegetables accounted for 77% of imports, and electric machines and equipment, clothes, plastics were also supplied. The Federal Customs Service does not provide more recent data. However, according to Russia’s Industry and Trade Ministry, trade turnover between Russia and Egypt gained another 30% in 2022 to over $6 bln.

Algeria 🇩🇿

Algeria comes second after Egypt in trade between Russia and Africa. According to Russia’s Federal Customs Service, trade turnover between the two countries totaled $3b in 2021 (17% of total trade with countries of the continent), up by 3.2% compared with 2020. Machines, equipment and transport vehicles (around 66%), as well as food products and agriculture produce (22.33%), dominate in the structure of Russian exports ($2.989b, almost 99% of trade turnover). Russia imports mainly food products and agriculture produce (71.7%), as well as chemical products (11.77%).

Morocco 🇲🇦

Morocco is Russia’s third-biggest trade partner. In 2021, the volumes of trade between the countries stood at $1.6b (9.3% of total trade with the continent), up by 42% compared with 2020. Oil and products of inorganic chemistry accounted for over 70% of Russian exports ($1.2b). Moreover, fertilizers, ground, stone and plastering materials, aluminum and articles made therefrom, cereals are supplied. Russia mainly imports ($435m) fruits and nuts (40%), as well as consumer goods (33%).

Senegal 🇸🇳

Senegal was Russia’s fourth-biggest trade partner on the continent and the largest one among sub-Saharan African states in 2021. Trade turnover between the two countries amounted to $1.2b (6.9% of total trade with the continent), up 2.5-fold compared with the previous year ($480.7m in 2020). Meanwhile, Russia’s exports to Senegal amounted to $1.221b, while imports from Senegal equaled $3.6m. The share of mineral fuel supplies totaled 84%, while deliveries of cereals, ferrous metals and fertilizers amounted to 8%, 3% and 1.3%, respectively. Russia purchased vegetables and root crops (68%), nuts and fruits (13%), as well as copper and articles made therefrom (17%).

South Africa 🇿🇦

The Republic of South Africa is the fifth in terms of trade between Russia and Africa ($1.139b; 6.4% of total trade with African countries). The increase compared with 2020 equaled 16% ($981m). Russia’s exports to South Africa amounted to $342.2m, while imports totaled $796.9m. Russia exported chemical products (54%), mineral products (18%), wood and pulp-and-paper products (9%), food and agriculture produce (8%). Food and agriculture products (43%), mineral products (21.5%), machines, equipment and transport vehicles (18%) dominated in the structure of imports. The figures for 2022 were not disclosed, though it was noted in statements by Russia’s officials that trade turnover gained 16.4% in 2022 to $1.3b.

Nigeria 🇳🇬

The Federal Republic of Nigeria is Russia’s sixth-largest trade partner on the African continent, with trade turnover equaling $920.7m in 2021 (5% of total trade), up two-fold compared with the previous year ($461.4m in 2020). Exports from Russia to Nigeria reached $883.4 mln, while Russia’s imports from Nigeria were worth $37.3 mln. Supplies of mineral fuel (57%) and grain (29%) accounted for the bulk of Russian exports. Cocoa and products made therefrom (84%) formed the basis of imports, with seeds and fruits (11%), as well as coffee and tea (2%), also supplied.

Tunisia 🇹🇳

Tunisia is Russia’s seventh-largest trade partner in Africa. Trade turnover between the two countries almost reached $480m in 2021 (2.7% of total trade with the continent), down by 3.32% compared with 2020. Russian exports amounted to $333m, while imports were worth $146m. The share of Russia’s wheat and barley exports was 40%, while ammonia exports stood at 15%. Clothes and footwear (60%), fluorides (6%), olive oil (6%), vegetables and fruits (5%) were imported from Tunisia. Trade turnover with Tunisia increased by 20% in January-March 2022 year-on-year to $153m.

Uganda 🇺🇬

The Republic of Uganda is Russia’s eighth-largest trade partner in Africa, with trade turnover between the two countries totaling $431.7m in 2021 (2.4%), up by 55% compared with 2020 and almost seven-fold compared with 2019. The surge is mainly due to execution of contracts on arms supplies. Among the main items of Russian exports are also wheat, bitumen mixtures, mineral fertilizers, spare parts to aviation equipment. Imports are mainly represented by agriculture products, including cashew nuts, tea, coffee, spices, tobacco. Russia’s surplus account is worth $383.8m.


Cote d’Ivoire (Ivory Coast) 🇮🇪

Cote d’Ivoire is the ninth in terms of trade between Russia and Africa. Mutual supplies totaled $386.8m in 2021 (2.2%), up by 30% compared with the previous year ($292m in 2020). Meanwhile exports from Russia to Cote d’Ivoire equaled $129.4m, while imports from Russia to the country amounted to $257.5m. Supplies of fertilizers (50%) and grain (20%) accounted for the bulk of Russian exports, while cocoa and products made therefrom had the largest share in the structure of imports (90%). Rubber, fruits and nuts were also supplied.

Kenya 🇰🇪

Kenya rounds out Russia’s top ten partners in Africa, with trade turnover worth $361.8m (2% of total trade with Africa countries), up by 12% compared with 2020 ($324m). Russia’s exports to Kenya amounted to $221.1m, with grain (45%) and ferrous metals (28%) accounting for the bulk of supplies. Russia’s imports from Kenya reached $140.7m, with coffee, tea and spices (50%), as well as live plants (34%), dominating in the structure of imports.

The remaining 44 countries of the continent totally account for less than one fifth of trade turnover between Russia and Africa.

Meanwhile, Russian leader Putin has invited young people from Africa to the World Youth Festival, to be held in Sochi next year.

The president emphasized that African countries participate under the New Generation programme in annual short-term study tours to Russia for young representatives of political, public, scientific and business circles.

“Ties are also maintained with those Africans who were educated in Russia. And, it was a pleasure on this occasion to interact with colleagues during the previous meeting who speak fluent Russian. 

"I would like to take this opportunity to invite [our] young African friends to come to our country in March 2024, to Sochi, for the World Youth Festival,” the Russian president said.

Putin signed a decree in April on holding the World Youth Festival in Russia. The festival, to be held on March 1-7, 2024, is aimed at encouraging and developing international youth co-operation.

Like we have mentioned already, Russia plans to set up branches of top Russian universities in Africa. That is according to Russian President Vladimir Putin.

“The opening of campuses of leading Russian universities in Africa is in the works. Close co-operation with African educational institutions is also being established within the framework of the Russian-African Network University,” he told today's plenary.

“Today, almost 35,000 students from Africa study in Russian universities and this figure is growing every year. The federal budget education quota for Africans has increased 2.5-fold over three years and will amount to over 4,700 people for the next school year,” the Russian head of state noted.


He pointed out that the training of skilled staff “has been and remains” a traditional area of cooperation between Russia and Africa.

“I would like to mention that on the eve of our forum, on July 26, an agreement was signed at the St. Petersburg Mining University on creating a Russian-African consortium of technical universities entitled 'Africa’s Mineral Reserves’, which will provide for joint training of specialists for the natural resources sector. I think that this is a very important and interesting direction of interaction,” Putin said.

The president noted that Russia will continue to assist Africa in developing not only higher but also general and vocational education.

“To prepare teachers, instructors and technical personnel for schools and colleges, to set up joint schools for which adapted methodological materials based on a synthesis of Russian and African national education programs are already being developed."

Africa may export food products in future

Africa may not only feed itself but also become an exporter of food products in the future with Russia’s support, said the Russian leader.

“In principle, we are confident that with the use of relevant agrarian technologies and proper organization of agricultural production, in the future, Africa will not only be able to feed itself and independently ensure its food security but also become an exporter of various types of food products. And Russia will only support this, I assure you,” said Putin.

Advanced agricultural technology


Putin also said Russia stands ready to offer assistance to African nations in adopting cutting-edge agricultural technology.

“Yesterday, my counterparts and I talked about this during a bilateral meeting. And my African counterparts told me about this. They said, ‘We can produce food. We need technology and support to do so.’ For its part, Russia is ready to share its expertise in the field of agricultural production with African countries and to help them introduce the most advanced technology,” the Russian president said.

Common Russian-African information space


President Putin called for the formation of a common information space to be shared between Russia and Africa, within which objective information on world events would be broadcast to Russian and African audiences.

“We suggest leading the way toward the establishment of a common information space in Russia and Africa, within which objective, unbiased information about developments around the world will be broadcast to Russian and African audiences,” he said.

The president pointed out that Russia is ready to step up cooperation with African nations in the field of mass communications, including through exchanging content, organizing educational courses for media professionals and students, and holding pilot events.

Work is underway to open bureaus of leading Russian media outlets in Africa. Among them are the TASS news agency, Rossiya Segodnya media group, RT television news channel, VGTRK media holding company and Rossiyskaya Gazeta daily newspaper.

Global food security


It is precisely Russia that is making a significant contribution to global food security, with Russia’s share in the world wheat market at 20% compared to Ukraine’s less-than-5% share, said Putin.

“Russia’s share in the world wheat market is 20%, while Ukraine’s share is less than 5%. This means that it is precisely Russia that is making a significant contribution to global food security and is a solid, responsible international supplier of agricultural products,” he said.

Putin pointed out that those disputing the veracity of this are simply distorting the facts. “They are telling lies. This has been the practice of some Western countries for decades, if not centuries."

According to him, Ukraine produced about 55 million tonnes of grain in the last agricultural year, exports of which came to 47 million tones. Of these, 17 million tons were wheat. At the same time, Russia harvested 156 million tonnes of grain last year and exported 60 million tonnes, including 48 million tonnes of wheat.

'Rich countries received lion’s share'


More than 70% of cargoes shipped from Ukraine under the grain deal arrived in rich countries, said the Russian leader.

“Over the course of almost a year under this so-called grain deal, a total of 32.8 million tons of cargoes were exported from Ukraine, of which more than 70% went to countries with high and above-average income levels, including, and I mean in the first place, the European Union."

Meanwhile, the poorest countries in Africa received less than one million tonnes of cargo.

“Such countries as Ethiopia, Sudan, Somalia and a number of others, your attention please, accounted for less than 3% of the total amount — less than one million tonnes,” the Russian president said.

He noted that Russia also agreed to participate in the grain deal with the expectation that the commitments it contained to remove illegitimate obstacles to the supply of grain and fertilizers from Russia to the world markets would be fulfilled. “And I want to tell you that in this, above all, lies help for the poorest countries."

Russian language schools in Africa

President Putin suggested considering the possibility of opening Russian language schools in African countries.

“We suggest exploring the possibility of creating schools teaching in Russian in African countries. I am confident that the implementation of such Russian language projects and the introduction of our country’s high educational standards will be the best foundation for further mutually beneficial and equal cooperation," he said.

Russian trade missions in Africa


Russia is ready to expand the chain of its trade missions in African countries, said the President.

“We are ready to expand the chain of Russian trade missions in Africa, increase personnel of economic allies, as well as on issues of agriculture, education, science, information and communication technologies."

Putin also suggested that the number of Russian attaches and specialists in Africa, as well as intergovernmental commissions, be increased.

“Russia has them (intergovernmental commissions — TASS) with every third country of the continent. There are totally 18 of them for 54 countries. In this respect we suggest that African countries that are interested, but have not been covered yet, think about jointly forming such commissions,” he said.

“We are surely ready for this. We believe that it would be useful."

 Industrial zone near Suez Canal

Moscow expects the launch of Russia’s industrial zone near the Suez Canal in Egypt in the near future, President Putin said.

“In Egypt, we spoke about it yesterday with my colleague, President [Abdel Fattah] El-Sisi, we are discussing it and, hopefully, we will launch the creation of the Russian industrial zone near the Suez Canal in the near future. I expect the construction of first production capacities as early as this year, whereas in the future goods produced there will be exported across Africa,” he said.

The deepening of industrial cooperation between Russia and Africa is becoming particularly important now, Putin noted.

“Our industrial products, including cars, construction equipment and so on, are widely acknowledged on the continent and enjoy strong demand. They are notable for high quality, reliability and ease of operation."

Africa in Russian sporting events


President Putin has invited African athletes to take part in the International University Sports Festival in Yekaterinburg and the Games of the Future in Kazan.

“We invite athletes from Africa to take part in the International University Sports Festival set to take place in the Urals city of Yekaterinburg in August and the Games of the Future, a unique combination of dynamic sports and the most popular video games and technologies, which will be held in the city of Kazan in February and March 2024. The new competition format aims to combine classic and innovative new sports."

Putin emphasized that Russia thinks it is very important to collaborate with African nations in the field of physical education and sports and was ready to continue developing ties with their sports federations.

“We call for stepping up interaction between the sports universities of Russia and African countries, carrying out university exchanges and implementing volunteer programs, as well as for holding matches in various sports between educational institutions, including universities."

'Africa’s potential obvious'

The potential of the African continent is beyond dispute, as the average annual GDP growth rate of the continent exceeds worldwide indicators, the Russian leader said.

“Africa’s potential is obvious to everyone,” the Russian president said. “Thus, the average annual GDP growth rate of the [African] continent over the past 20 years — 4-4.5% per year — exceeds the global average."

In addition, the population of African countries is approaching 1.5 billion people and is growing faster than anywhere else in the world, the Russian president pointed out.

“It is also noteworthy that the growth of the middle class, which creates the main demand for modern goods and services, is higher than in most regions of the world."

Russia is ready to supply the neediest African countries with grain at no cost at all, Russian President Vladimir Putin has told a plenary meeting of the Russia-Africa Economic and Humanitarian Forum.

“I have already said that our country can replace Ukrainian grain both on a commercial [basis] and as grant aid to the neediest African countries, the more so since we expect another record harvest this year,” Putin reiterated.


Putin presented a list of potential recipients of free Russian grain in Africa in the next few months. 

“In the next three to four months, we will be ready to send 25,000 to 50,000 metric tons of grain for free [individually] to each of Burkina Faso, Zimbabwe, Mali, Somali, the Central African Republic and Eritrea.

"We will also deliver this product to consumers free of charge,” the Russian leader concluded.

Russia supports the African Union’s accession to international organizations and expects the Union to become a full member of the G20 as early as this September, Russian President Vladimir Putin said.

“We support the [African] Union’s accession to the leading international associations,” the Russian leader said at a meeting with President of the African Union and President of the Comoros Azali Assoumani and African Union Commission Chairman Moussa Faki Mahamat.

“Russia was one of the first countries to respond positively to the initiative to grant the African Union full membership in the G20,” he pointed out.

“We expect this decision to be taken as early as September during the G20 summit in New Delhi."

Putin also pointed out that Russia considers the African Union “as a leading regional organization that forms a modern security structure on the continent and creates conditions for ensuring Africa’s worthy place in the system of global economic relations.”

Despite sanctions, Russia continues to boost defense cooperation with African nations, and has now in fact reached Soviet-era levels of activity in the region’s market for weaponry, Alexander Mikheyev, director general of Russian state arms export agency Rosoboronexport, told TASS.

“The scope of interaction with African countries has significantly grown since 2000, when a single vertical system was once again formed in Russia in terms of defense cooperation.

"Today, Rosoboronexport has partnerships with as many as 43 countries, which is comparable with the level of the Soviet Union’s presence on the continent,” he pointed out.

According to Mikheyev, Russian helicopters, missile and artillery weapons, armored equipment, firearms, close combat systems, automotive vehicles (including armored ones), submarines, tanks, air defense systems and aircraft have been in demand in the African market for years.

Russia and African countries are working on creating infrastructure that is beyond the control of the West, and are eager to intensify such joint activity, Russian Foreign Ministry spokeswoman Maria Zakharova said.

“We are interested in intensifying joint work with like-minded [African] countries on the issues involved in creating infrastructure outside of the West’s control in various areas, [as well as] formulating mechanisms for economic interaction and resolving specific common development tasks,” she said at a briefing on Wednesday.

“And we believe that it is necessary to weaken the US dollar, which has a virtual monopoly as a reserve currency and instrument of mutual settlements, for one simple reason: Because the United States uses the US dollar as a tool not only in the struggle for competitive advantage, but also as a means of carrying out its aggression.”


The diplomat pointed that, “Africa can become one of the centers of a polycentric world.” “It has every opportunity to do so: African states are increasingly confident in their sovereign policies, demonstrating the ability to resolve their problems independently, including through the use of pan-African mechanisms and regional integration associations,” Zakharova noted.

“Together with our African friends, we expect to form a global, non-discriminatory agenda, raise topical issues that are important to us and coincide with the interests of the majority of the continent’s countries, look for ways to resolve them in a constructive manner, work on strengthening international legal principles in interstate relations, and create new conditions for peaceful coexistence based on common goals and values.

In the buildup to this summit, Russian President Vladimir Putin sent a welcoming address to participants and guests of the Russia-Africa Economic and Humanitarian Forum and noted the role of Africa as one of poles of the evolving multipolar world.

“Today, Africa is asserting itself more and more confidently as one of the poles of the emerging multipolar world. Progress is gaining momentum across a wide range of areas, including manufacturing, agriculture, transport infrastructure, fuel and energy, healthcare and education,” the Russian leader said in the address posted on the Kremlin’s website.


"Moscow supports the aspiration of African nations to secure socioeconomic stability and advancement,” Putin noted. 

“It is important that over the past few years, cooperation between Russia and Africa has reached new heights. 

"We intend to continue moving in this direction, working to boost trade and investment, deepen cooperation and work together to address such pressing issues as the fight against poverty, training modern workforce, ensuring food security and tackling climate change,” the head of state said.

“We remain committed to assisting our African partners in every possible way to help them strengthen their national and cultural sovereignty, to play a more active role in resolving regional and global challenges."

Moscow will work on the launch of direct flights to the maximum number of African countries, Russian Special Presidential Envoy for the Middle East and Africa, Deputy Foreign Minister Mikhail Bogdanov told TASS.

“Of course, we will do it,” he said when asked a respective question. 

“It’s a pity that after the collapse of the Soviet Union we almost didn’t fly anywhere. But Russia is returning to Africa, and transport vehicles are required for the return. Preferably to all countries where it is possible,” the senior diplomat said.

He added that Moscow “will work intensely in that direction.”

The Russian leader has been meeting with with his high-profile guests, including Egyptian President Abdel Fattah El-Sisi in Strel'na, outside Saint Petersburg, on the eve of the forum.



Putin also met with Ethiopia's Prime Minister Abiy Ahmed in Strel'na.


Also on Wednesday, the Russian President met with with Dilma Rousseff, Chair of the New Development Bank.

Russian companies are ready to supply the required electricity generating equipment to African countries, as well as offer services for the upgrade of power facilities, design, construction and management of hydroelectric power plants and thermal power plants. Russian Energy Minister Nikolay Shulginov said this in an interview with TASS ahead of the Russia-Africa Summit.

“There are many power plants in Africa built with the participation of the Soviet Union. Russian companies are ready to offer services for the upgrade of power facilities of various capacities, for the design, construction and management of hydro-generation facilities and thermal power plants. And, of course, to supply all the necessary power generating equipment,” he said.

The minister added that he is counting on the growth of renewable energy projects with the participation of Russia on the African continent.

“As for renewable energy sources, there are also good developments in this area. Our company Unigreen Energy is already building a solar park in South Africa. I hope that the number of such RES projects with Russia’s participation on the African continent will grow,” the minister said.

 Russian President Vladimir Putin is to speak today at a plenary session of the Russia-Africa Economic and Humanitarian Forum in St. Petersburg, and will also continue separate meetings with African colleagues.

The second Russia-Africa summit, as well as an economic and humanitarian forum organized by the Roscongress Foundation, are scheduled to be held in St Petersburg from July 27 through 28. Like the first summit, the event will be held under the motto “For Peace, Security, and Development.”

Actually, the program of the Russian-African summit kicked off the day before, on Wednesday, when Putin had talks at the Konstantinovsky Palace in Strelna with Ethiopian Prime Minister Abiy Ahmed, with Egyptian President Abdel Fattah al-Sisi, and with the head of the New BRICS Development Bank Dilma Roussef.

The series of meetings will continue on Thursday morning before the plenary session. Putin is to meet Chairman of the African Union, President of the Union of the Comoros, Azali Assoumani, and Chairman of the African Union Commission, Moussa Faki Mahamat.


The plenary session of the Russia-Africa Economic and Humanitarian Forum will be held on Thursday, and on Friday the plenary session of the summit of the same name will take place.

As Yury Ushakov, aide to the Russian President, said earlier, at the plenary session the Russian leader will make a big speech in which he will assess the current state of the system of international relations, including the formation of a new world order.

He will focus on the prospects for the further development of relations between Russia and Africa, in particular on Russian assistance to the national sovereign development of African countries, ensuring fair access to food, fertilizers, modern technologies and energy resources. Some of Russia’s initiatives in this area will also be unveiled.

A working breakfast of the president with the heads of African regional organizations is also scheduled for today. As for bilateral meetings, the Russian leader will continue them not only on Thursday and Friday, that is, on the official days of the forum and the Russia-Africa summit, but also on Saturday, July 29.

As Ushakov emphasized, 17 heads of state of the African continent are expected to attend the Russia-Africa summit, and Putin plans to meet with each of them. In total, delegations from 49 African countries will come to St. Petersburg. According to experts interviewed by TASS, the arrival of high-ranking guests speaks of the growing independence of the countries of the continent and their attitude towards developing relations with Russia.

Among the contacts on the president’s schedule for Thursday are meetings with the leaders of Mozambique, Burundi, Zimbabwe, Uganda and Eritrea.

The guiding theme of this Russia–Africa Economic and Humanitarian Forum 2023 is "Technology and security for sovereign development that benefits people". 

Organisers say this forum will feature over 40 panel sessions and thematic events on major issues of co-operation between Russia and Africa, including trade, investment, industry, technology transfer, food and energy security, digitalization, healthcare, education, science, media, and youth exchanges. 

The business programme has been split into four thematic tracks. They are:

▪️  The Humanitarian and Social Sphere: Working Together for a New Quality of Life 

Additionally, information from the organisers indicates that the Russia–Africa Economic and Humanitarian Forum will become a platform for the Media Forum, the Meeting of University Rectors, and the Roundtable attended by Russian and African Supreme Audit Institutions. 

On the sidelines of the forum, participants can visit the unique sessions of the Creative Business Forum and Healthy Society Forum; a session dedicated to co-operation between Russian and African government bodies and enterprises related to the precious metals industry, and much more.

An intensive youth programme is planned at the forum as well.

📍 In Russia, President Museveni has been accompanied by a delegation of ministers, Members of Parliament and other senior government officials.

He arrived in the Russian port city of St Petersburg on the eve of the two-day summit and was received at Pulkovo International Airport in the Russian port city of St Petersburg by the Russian deputy foreign affairs minister, Bogdan Mikhail Lleonidovich, and other senior government officials.


The Russia-Africa Summit will be attended by scores of African heads of states and governments as well as representatives of African countries.

Socio-economic and political players from the continent are also attending.

During his stay in Russia, President Museveni is scheduled to hold bilateral discussions with his Russian counterpart, Vladimir Putin, on matters of mutual interest between Uganda and Russia.

After touching down in St Petersburg Wednesday evening, President Museveni tweeted that he is "glad" to be in Russia and he is "looking forward to having fruitful engagements at the Russia-Africa Summit, especially in areas of co-operation that are beneficial for both Russia and Africa".
