Vice-President Jessica Alupo, who also doubles as Katakwi District Woman Member of Parliament, has offered a full education scholarship to a pupil who was pictured reading on the roadside at night under streetlights on the streets of Katakwi town council.
A statement sent from the Vice-President Press team says Emmanuel Otengei, a Primary Four pupil of Township Primary School and a resident of Ajeluk cell, Katakwi town council in Ngariam County told the Vice President that he wants to be an electrical engineer.

In a tweet on April 10, 2023, Alupo thanked the person for capturing Otengei as he was revising.
