The State House Anti-Corruption Unit (SHACU), working hand in hand with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, on Tuesday, February 24, 2026, arraigned Dr Tony Odung, the district health officer of Alebtong District Local Government, before the Anti-Corruption Court on charges of causing financial loss to government.
In a statement, SHACU said Dr Odung, together with the former chief administrative officer Ben Ogwette Otim and chief finance officer Stephen Andeoye, who are still at large, allegedly made an irregular payment of sh165.5m to Otada Construction Ltd without securing an advance payment guarantee for the construction of two health centres. The contractor later abandoned the works.

“On Tuesday afternoon, SHACU, together with the CID and the ODPP, arraigned Dr Odung, the DHO Alebtong district, before the Anti-Corruption Court on charges of causing financial loss to the Government amounting to sh165m through irregular payments and failure to follow proper procurement procedures,” SHACU stated.
SHACU explained that the accused, together with the former CAO Otim and CFO Andeoye, who are still at large, allegedly made an irregular payment of sh165.5m to Otada Construction Ltd without securing an advance payment guarantee for the upgrade of Angweta Health Centre II and Angwei Health Centre II to Health Centre IIIs in the Financial Year 2019/2020.
“Otada Construction Ltd later abandoned the project, causing financial loss to the Government,” SHACU stated.
The statement indicated that Dr Odung has been remanded until March 5, 2026. Criminal summons have been issued to the former CAO and CFO to appear on the same date for plea taking.
