The Judiciary has transferred 29 staff to fill positions in the newly created operationalised registries.

A total of 29 Judicial Officers at the level of registrars and magistrates have been moved to the registries of alternative dispute resolution (ADR) and communications and public relations.

While releasing the transfers, chief registrar Sarah Langa Siu observed that the transfers are normal in the service and are intended to improve service delivery.

In a statement issued on Wednesday, April 17, 2024, the Judiciary announced that the registry of communications and public relations will be headed by Ag. Registrar James Ereemye Jumire Mawanda, while Beatrice Stella Atingu moves to ADR.

The ADR registry shall co-ordinate programmes regarding the different innovations currently being undertaken by the Judiciary such as small claims procedure, mediation, and plea bargaining while the registry of communications and public relations is intended to manage the Judiciary's communication function and bolster the Judiciary's image as a people-centered institution.

Commenting on the establishments, Chief Justice, Alfonse Chigamoy Owiny-Dollo said the new registries will foster deliberate efforts by the Judiciary to reengineer its services and ensure that justice is administered efficiently and effectively.

He further stated that a robust communication function is critical in achieving the transformation agenda through increased public awareness of the procedures and processes of the courts and an improved image of the Judiciary.

“As I said during the National Court Open Day, we must do a lot of sensitisation for our people to understand their courts and the procedures. We shall continue strengthening these Registries so that we achieve our objective,” Owiny-Dollo stated.

In his message during the National Court Open Day on Monday, April 15, 2024, Owiny-Dollo stated that the Judiciary has formulated alternative Justice systems and trained some mediators to extend this to all courts across the country which will help in court mediation.

Starting last year, the CJ counted that the Judiciary recorded 943 cases resolved with the alternative resolution mechanism where the high court had 549 mediated cases, 171 in magistrates court, and Grade 1 with 167 cases.

Mary Kaitesi, who has been the registrar of planning, research, and development now takes over the registry of magistrates affairs and data management.
