A total of 2,226 students from nine schools in Kampala district have been cautioned against the dangers of HIV & AIDS as they step into their future roles as responsible citizens.
Brig. Gen. Justus Rukundo, the Commandant of Oliva Reginald Tambo Leadership School and Pan African Centre of Excellence, Kaweweta, delivered this message during a pass-out ceremony at Old Kampala Secondary School over the weekend. Representing the Commissioner of the National Secretariat for Patriotism Corps (NSPC), Hellen Seku, Rukundo emphasised the need for abstinence among young people.
“I encourage you, young patriots, to avoid early sexual activity to reduce the rate of HIV/AIDS. This disease has claimed the lives of many young people—it is not a joke, and we must be conscious of the risks,” Rukundo stated.
He pointed to Ministry of Health reports showing high HIV prevalence among youth aged 15-24, warning that the disease remains a significant threat.

“The best way to protect yourselves at your age is to abstain from premarital sex. Faithfulness is for married people, and using a condom is for those who don’t want to be called foolish,” he added.
Rukundo urged students to focus on their education, reassuring them that their futures hold even better prospects.
“The beautiful and handsome men and women you dream of are not yet born. Sacrifice now, because those who persevere always get the best,” he advised.
He further emphasised the importance of self-care in ensuring a productive and healthy society.
“Our nation’s development depends on you staying healthy. We cannot achieve social and economic transformation if young people are not well,” he said.
Highlighting the connection between ideology and personal choices, he encouraged students to be mindful of their thoughts and actions.
“Patriotism is about nurturing responsible citizens. Proverbs 4:23 reminds us to guard our thoughts, for they shape our lives,” Rukundo noted.

Irene Semuko, the Patriotism Regional Coordinator for Kampala, urged the young patriots to uphold the values of patriotism and contribute to Uganda’s Vision 2040.
“Young people must embrace patriotism to become useful Ugandans who will drive the country forward,” she said.
The event was attended by Kampala Resident City Commissioner, Jane Asiimwe, and headteachers from the participating schools.
