LUWERO - The Inspectorate of Government (IG) has ordered Luwero district Chief Administrative Officer (CAO) Innocent Asaba Birekeyaho to institute appropriate disciplinary action against two staff members from Luwero General Hospital over irregular attendance to duty.
The order was issued by the Deputy Inspector General of Government Anne Twinomugisha Muhairwe, on March 22, 2025, following investigations by the IG Mukono Regional Office.
IG investigation found Augustine Kaweesa, a nutritionist and Peter Mubiru, an artisan at the hospital, guilty.
During investigations, a review of the hospital’s attendance register for the period from January 1 to February 19, 2024, revealed that Kaweesa recorded his attendance on only four occasions while Mubiru recorded his attendance only six times.
This, according to IG, was corroborated by the Medical Superintendent who confirmed that the duo’s attendance had been consistently irregular, contrary to Section F-b paragraph 2 of the Uganda Public Standing Orders, 2021, which provides that public officers shall not absent themselves without approval of the supervisor.
Investigations further revealed that Mubiru has also been employed on a contract basis as a Laboratory Assistant at Kiwoko Hospital since November 5, 2018, contrary to Section F-e, Paragraph 1 of the Public Service Standing Orders, 2021.
The Public Service Standing Orders stipulate that a public officer shall not engage in any occupation or undertaking for gain outside his or her official duties which would require his or her attention at any time during official working hours.
The CAO is supposed to inform the IG of the action taken.
