Kampala University founder Prof Kateregga’s wife dismisses alleged affair with CID boss

She says these falsehoods are not only damaging to her reputation but are also unfairly directed at a senior public servant carrying out his official duties.

Founding Kampala University vice-chancellor Prof. Badru Kateregga's wife, Jolly Shubaiha Kateregga, has dismissed allegations about having an affair with director of Criminal Investigations Directorate (CID) Tom Magambo.

“I, Jolly S. Katerega, wish to categorically and unequivocally refute and condemn the false and malicious allegations currently circulating in sections of the media and on social platforms, claiming that I am involved in an affair with the Director of the Criminal Investigations Directorate (CID), AIGP [Assistant Inspector General of Police] Tom Magambo,” she says in a statement.

The statement, a copy of which New Vision Online obtained on December 23, 2025, Kateregga’s wife says she has never met Magambo 'at any time or place, and I have no personal, professional, or business relationship with him whatsoever. The allegations being spread are completely unfounded, baseless, and misleading'.

She says these falsehoods are not only damaging to her reputation but are also unfairly directed at a senior public servant carrying out his official duties.

“Such reckless misinformation does not constitute an attack on an individual alone, but rather undermines the integrity of public institutions and the government as a whole,” Shubaiha adds.

She says her matter is currently before a competent civil court of law and she respectfully urges the public and the media to allow the judicial process to take its course and to await the final judgement rather than engaging in speculation or spreading misinformation.

“I urge the public and media houses to exercise responsibility, verify information before publication, and desist from spreading unverified and harmful claims. I reserve my right to take appropriate legal action against any individual or platforms that continue to propagate these false allegations,” she said.

Magambo speaks out

On December 21, 2025, Magambo said he should not be dragged into what has become a bitter domestic dispute between Prof. Kateregga and his wife.

“My team has brought to my attention a WhatsApp message circulating on some groups dragging my name into the family wrangles of Prof. Kateregga and his wife,” he told New Vision Online.

The wrangle, which was brought to the attention of the Police on November 7, 2024, has seen Kateregga, who is also the founding vice-chancellor of Kampala University, accuse his wife of plotting to harm him in a bid to take over his properties.

Magambo referenced a July 25, 2025, Police press statement that clarified that after receiving a complaint on November 7, 2024, the matter was fully investigated under CID HQRS/GEF 306/204 and the case file submitted to the Office of the Directorate of Public Prosecutions (ODPP) for review and legal guidance.

“As you may recall, the Police’s public relations officer (Kituuma Rusoke) publicly updated the country on their family conflict and advised them to handle their issue as a civil matter.  As CID, we have no powers to intervene in the matter,” Magambo said.

For the record, the CID boss said he has never in his life met Prof. Kateregga or his wife. 

“And the insinuation by diversionary forces that we are known to each other should be rejected with the contempt it deserves. Let’s focus on building our motherland Uganda,” Magambo said.

Police's statement

The Police statement said upon perusal on February 18, this year, the ODPP guided that Prof. Kateregga and his wife’s family differences are rooted in property ownership and management, which is out of control of the Police and can best be handled by a civil court.

“The above position has since been communicated to both conflicting parties through their lawyers. The expectation by Prof Kateregga that Police or CID in particular, has powers to remove Mrs. Jolly Shubaiha Kateregga from the premises is outside our mandate,” the Police said in a statement.

It also said the altercation of possession of property under dispute could only be effected by a court order.

“Any request to act outside of this legal framework, or in the absence of a court order, cannot be entertained. As custodians of the law, the Uganda Police can only act within the boundaries of the law. We work in close collaboration with other institutions such as the ODPP, whose advice and directives we adhere to without deviation,” the Police stated.

“Any notion that the Police can override the opinion of the ODPP or carry out actions contrary to established legal procedures is unfounded. The Uganda Police Force remains dedicated to upholding the law impartially and urges all parties involved to utilise lawful avenues for resolving their differences,” it added. 

However, Prof Kateregga continued to hold press conferences in which he accused some senior Police officers of mishandling his aggravated assault case and aiding his estranged wife in denying him access to their sh5b matrimonial home in Buziga, a Kampala suburb.

He said he fled the residence in September last year after an alleged attempt on his life by his estranged wife, who vehemently denies all the allegations.
