Parliament has asked the Minister of Works and Transport and that of Internal Affairs to table in Parliament a report on the action taken against a driver in Kagadi District who knocked dead a demonstrator on Monday.

This was after Speaker of Parliament Anita Among expressed dismay at the impunity of some drivers who do not value life.

“What happened in Kagadi was very unfortunate. This kind of impunity is unacceptable in this country. I want to ask the responsible authorities to take action against this driver. I want the MP for Kagadi to come and tell us what happened and then the ministers of Works and Transport and Internal Affairs to tell us the action taken against this man,” Among ruled.

On February 26, 2024, during a road demonstration in Kagadi district, Stephen Tibihikira a driver employed by the Kagadi District Local Government, tragically knocked dead one of the area residents, Magezi Tuhaise, 25, during their protest against the poor state of roads in the district.

The demonstrators protested the government’s failure to tarmac the 31-kilometre Muhorro-Ndaiga Road that connects the district to Lake Albert.

Jenipher Mbabazi (District Woman representative Kagadi) informed the House that the deceased left behind four children and a pregnant wife.

She informed the House that after the protest, the Uganda National Roads Authority (UNRA) has since assembled its equipment and the road will soon be worked on.

“At least we have been informed that the driver has been arrested and Police have taken over the investigations,” she said.

State Minister of Transport Musa Ecweru condoled with the late Tuhaize’s relatives and promised to table a report in the House on the state of roads in the country.

However, he said although Parliament has been allocating money to the sector for road maintenance, not all has been released by Finance.

Parliament also asked the minister to table a list of government officers who have a right of way and are also entitled to sirens.

This was after MPs Asuman Basalirwa and Dan Kimosho complained to the House of drivers of government vehicles driving on the wrong sides of the road and terrorising other road users and some with illegal sirens.

“Police had started arresting people with illegal sirens but later on stopped. Even if the government issues these guidelines, there are people who will not respect them because of impunity. Can we address this issue of impunity first?” MP Basalirwa said.
