I am compelled to reflect on recent developments that have underscored the importance of collaborative engagement between the Government and the business community.

President Yoweri Museveni’s decisive actions in response to the concerns raised by traders represent a significant milestone in fostering a more inclusive and supportive environment for economic growth in Uganda.

In Islam, the concept of fair taxation is deeply rooted in principles of equity, justice and compassion. Prophet Muhammad (peace be upon him) emphasised the importance of ensuring that taxation burdens are distributed fairly among members of society, with particular attention to the needs of the vulnerable and marginalised.

This principle of social justice underscores the obligation of governments to levy taxes in a manner that promotes economic welfare and alleviates hardship, rather than exacerbating inequality and hardship.

President Museveni’s directive to suspend penalties for non-compliance with the Electronic Fiscal Receipting and Invoicing Solution (EFRIS) system is not merely a gesture of goodwill; it is a tangible demonstration of his commitment to addressing the challenges faced by businesses.

By acknowledging the grievances of the business community and taking proactive steps to alleviate their concerns, the President has signalled a departure from conventional approaches to governance and embraced a more responsive and inclusive leadership style.

The meeting convened between President Museveni and leaders of the business community serves as a testament to the power of dialogue in resolving complex socio-economic issues. Through constructive engagement and mutual respect, both parties were able to articulate their perspectives and work towards mutually beneficial solutions.

This collaborative approach stands in stark contrast to the adversarial dynamics that have characterised the relationship between the Government and business in the past, offering a promising glimpse into a future defined by co-operation and partnership.

President Museveni’s commitment to further consultations with technocrats from the Ministry of Finance, Planning and Economic Development, as well as the Uganda Revenue Authority (URA), is a testament to his dedication to evidence-based policymaking.

By seeking input from experts and stakeholders alike, President Museveni is demonstrating a willingness to engage in informed decision-making and consider diverse viewpoints in shaping economic policies. Furthermore, President Museveni’s decision to convene with all traders on May 7, 2024, underscores his recognition of the importance of inclusive decision-making processes.

By providing a platform for direct engagement with the business community, President Museveni is empowering traders to voice their concerns and contribute to the formulation of policies that directly impact their livelihoods. This participatory approach not only fosters a sense of ownership and accountability, but also enhances the legitimacy and effectiveness of government interventions.

I commend President Museveni for his leadership and commitment to upholding Islamic principles of fairness and equity in taxation. By prioritising the welfare of the business community and advocating policies that promote economic justice, President Museveni has demonstrated a profound understanding of the importance of ethical governance in fostering sustainable development.

In conclusion, President Museveni’s support for the business community represents a paradigm shift in Uganda’s approach to economic governance. By embracing dialogue, collaboration and inclusivity, he is laying the groundwork for a more resilient, dynamic and equitable economy.

As stakeholders in Uganda’s economic future, it is incumbent upon us to seize this opportunity to build a prosperous and inclusive society for generations to come.
