Uganda’s President Yoweri Museveni has paid glowing tribute to Col (Rtd) Tony Otoa Ogwal, the former prime minister of Lango and revered clan leader of the Abwor, describing him as a "committed patriot" whose legacy will continue to inspire generations.
Former Prime Minister, Dr Ruhakana Rugunda, represented the President during the funeral ceremony held in Lira on Wednesday, May 7. Before delivering the President’s message, Rugunda assured the Won Nyaci (paramount chief) of Lango, Eng. Moses Michael Odongo Okune and the widow, Anna Otoa, that their requests would be personally conveyed to the Head of State.

"I have learnt with great sadness the passing of Col Otoa, a great citizen and leader," President Museveni said in his written tribute. "Today, the nation mourns the loss of a devout patriot whose zeal, energy, and love for development set him apart."
The President highlighted Otoa’s dedication to service, noting his contribution to education as a long-serving member of the Army School Committee and his tireless advocacy for youth empowerment and community development.
“We shall remain indebted to his diligent service. While words may not suffice, we pray to Almighty God to grant the bereaved family strength and fortitude at this difficult time.”
Brig. Gen. Sam Omara, Commander of the Kawaweta Cantonment, represented the Uganda People’s Defence Forces (UPDF) and extended condolences on behalf of the military. He commended Col Otoa’s unwavering dedication and leadership within the force.
"His selfless service inspired many, and his contributions will be honoured for generations," Omara remarked.
Gen. Muhoozi Kainerugaba, the Chief of Defence Forces, in a message read by Brig. Omara, noted that Col Otoa had served the country and the UPDF diligently in both command and staff roles, playing a crucial part in the restoration of peace and security.
"The UPDF is saddened by the loss of a senior and professional cadre whose input was still much needed," said Muhoozi.
Col (Rtd) Tony Otoa, service number RO/02772, honourably retired from the army on January 31, 2005. The UPDF contributed sh10m towards the funeral expenses.
Lango paramount chief, Eng. Moses Michael Odongo Okune, paid special tribute to the late Otoa, describing him as a pillar of strength, a peacemaker, and a trusted adviser.
"He served his country in the military and politics. He played a role in the liberation war that toppled Idi Amin’s regime," said Okune. "He was a personal adviser to me and believed in unity within our cultural institution."
Okune revealed Otoa’s final wishes, including the formal recognition of April 11—the day Amin was overthrown—as a national day of remembrance. He also urged the government to assist in repatriating the remains of Lango fighters who died in Agoro Hill, Mutukula, and other battlefields in Tanzania.
Further, Otoa had advocated for compensation for those who fought under Kikosi Maalum and for victims of Amin’s atrocities. Where individual compensation may not be possible, he proposed the construction of a school or hospital in their memory.

The widow, Anna Otoa, emotionally described her late husband as “a man who loved people deeply.”
“He has not died—he has only changed place,” she said. She thanked President Museveni for supporting the family during Otoa’s illness and called on the government to assist their children, who, despite holding qualifications, remain unemployed.
The Vicar General of Lira Diocese, who delivered the sermon, used the occasion to call for peace and maturity in politics.
“If a politician harbours hatred against their colleagues, they do not deserve your vote,” he warned. “Tony Otoa fought for peace and died preaching peace.”

Col Tony Otoa passed away peacefully at his home in Boke, Lira City East Division, on April 28, 2025. He was laid to rest at his ancestral home in Bar Oganda, Ogur sub-county, Lira district.
The function was attended by ministers Betty Amongi Ongom, Dr Jane Ruth Aceng Ocero, and Government Chief Whip Denis Hamson Obua, area MP Christine Ogwang, clan leaders, among others.
