Procurement tribunal cancels Entebbe Road streetlights contract

The Public Procurement Tribunal has ordered the cancellation of the contract awarded to Green Power International Limited for the installation of street lighting on Entebbe Road, Zana Mpala section.

The tribunal, chaired by senior counsel Francis Gimara, cancelled the award and directed the re-evaluation of the bid. Other members of the tribunal are Nelson Nerima, Thomas Brookes Isanga, Geoffrey Nuwagira, Charity Kyarisiima, and Keto Kayemba.

“The respondent is directed to re-evaluate the bids for the installation of street lighting along Entebbe Road-Zana Mpala section, in a manner not inconsistent with this decision, the bidding document, and the law,” the tribunal ruled.

Samanga Solutions Limited filed an application against Uganda National Roads Authority (UNRA) after a contract was awarded to Green Power International Limited to install streetlights stretching 19 kilometres.

Six firms, namely Green Power International Limited, Sinew Limited, Relief Uganda Limited, Stirling Civil Engineering Limited, Excel Contribution Limited, and Samanga Limited, submitted bids.

According to the tribunal, during the process of evaluation, the chairperson of the evaluation committee, in a letter dated September 8, 2023, to Green Power International Limited, requested a copy of a certificate of completion of a contract that had been submitted.

The tribunal noted that upon the conclusion of the evaluation, Green Power International Limited was evaluated as the best bidder at sh23b, a decision that was contested by Samanga.
