Minister Kasaija hails outgoing gaming board, inaugurates new one

Finance minister Matia Kasaija has appreciated the outgoing Board of the National Lotteries and Gaming Regulatory Board (NLGRB), led by Aloysius Mugasa Adyeri, for transforming Uganda’s gaming sector into a credible and transparent regulatory space.

“You have played your part in building an institution of national importance. As you exit, may you take pride in the milestones achieved under your leadership,” Kasaija said, commending the board for laying a strong foundation for effective regulation of the rapidly evolving industry.

The minister made the remarks on Friday, July 25, 2025, while inaugurating the new NLGRB board, which will be chaired by Kenneth Kitariko. Other members include Assistant Commissioner of Police Odong Mark Paul, Faridah Bahemuka Murungi, Esther Akullo, and William Blick.

Kasaija highlighted the strategic role of the gaming sector in Uganda’s economic landscape, highlighting its contribution to non-tax revenue, responsible gaming, consumer protection, and economic formalisation.

“You have been entrusted with a critical responsibility to oversee and guide the strategic direction of a sector that continues to evolve rapidly due to technology, market trends, and societal impacts,” he told the new members. “As stewards of public trust, you are expected to uphold the highest standards of transparency, accountability, and ethical leadership.”

He challenged the new board to strengthen regulatory frameworks to address emerging trends, particularly the rise of online gaming and digital transactions, while safeguarding vulnerable groups such as the youth and ensuring responsible gaming practices.

In his acceptance remarks, new Board Chairman Kitariko thanked the finance minister for the confidence placed in the team and pledged to lead with integrity and a commitment to national service.

“We shall provide leadership rooted in integrity, dialogue, and the pursuit of a robust and well-regulated gaming industry,” Kitariko said.

The inauguration marks a new chapter for the NLGRB as it navigates a sector increasingly shaped by technology, shifting market dynamics, and the need for stronger consumer protection measures.

Mugasa, the outgoing chairman, reflected on the Board’s journey with pride and optimism, saying, “As I step down from this role, I carry with me not only the satisfaction of what we have achieved but also great optimism for what lies ahead. I remain confident that the NLGRB will continue to grow stronger and more impactful in the years to come.”
