Kyotera to get industrial park similar to Sino-Mbale — Museveni

President Yoweri Museveni has promised to establish an industrial park in Lukoma, Kyotera district, similar to that of Sino-Mbale, which has 75 factories employing about 12,000 people.

Museveni, the candidate for the National Resistance Movement party in the forthcoming general election, made the pledge on Friday, December 19, 2025.

He was addressing his second and final campaign rally of the day at St. James Secondary School playground in Kyotera.

“My plan is to establish here an industrial park in Lukoma near the border (with Tanzania), like what I did in Mbale and palm oil [growing], but you first disturbed me, defrauding [the Government],” he said.

Museveni was referring to the people who went and encroached on the Government’s Sango Bay Estate land in Kakuuto sub-county, Kyotera, measuring 247 square miles.

In March this year, the lands ministry cancelled over 10,000 land titles that were illegally created within the Sango Bay to facilitate palm oil investment in the area.  

“People went and encroached on the Government land, telling lies that we found them there, but I am going to pay (compensate) all of you, the liars and those who are not lying. It is God who will make them righteous,” Museveni said.

In October 2021, the Government embarked on reclaiming the land for oil palm growing.

Museveni also pointed to Namanve Industrial Park in Mukono district with over 270 factories as evidence of his government’s commitment to job creation.

He reiterated that Uganda currently has about 480,000 government jobs, compared to a population of 50 million, making it impossible for the state to absorb everyone.

“How can 480,000 jobs cater for the population of about 50 million now? These new factories are now employing 1.3 million young Ugandans, three times more than in the government. so, personal wealth is what creates jobs,” Museveni said.
