Ex-NSSF boss Byarugaba and Sabiti appointed senior presidential advisors

President Yoweri Museveni has appointed Richard Byarugaba and Moses Sabiti as senior presidential advisors on exports and industrial development.

Byarugaba is the former managing director of the National Social Security Fund (NSSF), while Sabiti is a former country director of TradeMark East Africa.

The appointments are contained in a December 23, 2025, letter by Museveni to the Secretary's Office of the President.

They take effect from the 2026-2027 financial year.

In his letter, the President said the appointment of the duo will "help the exports secretariat in my office and get better results".

He added: "This will help the team of young people at the secretariat to build a Uganda trade house, raise exports infrastructure funding, organise better trade data and meet the targets I gave to the secretariat.”

Byarugaba is the current board chairman of Old Mutual Investment Group, a position he was appointed to after serving as board chair of the Uganda Securities Exchange.

He has over 31 years of experience in finance, banking, asset and change management.

While working at the helm of NSSF, he was credited with the growth of the fund’s assets from $600m to $4.7 billion. He led the passage of the NSSF Amendment Bill, which extended pension coverage to more than 10 million Ugandan workers.

Byarugaba is also a fellow of the Association of Chartered Certified Accountants (FCCA) and a Chartered Public Accountant (CPA) in Uganda. He is a Level III candidate in the Chartered Financial Analyst (CFA) programme.

He and Sabiti join a list of over 100 presidential advisors who have recently been appointed by the President.

The presidential advisors cover various topics, with some having very specific focus areas.
