The recent decision to divide Tororo District into three new districts marks a transformative moment for the region, one that I believe holds great promise if managed thoughtfully.

As someone closely following the developments, I see this administrative restructuring not just as a bureaucratic change but as a crucial step toward more inclusive, responsive, and effective governance.

Background of the Division

Tororo has long been a region rich in cultural diversity and economic potential. Yet, its large administrative size has often hampered efficient service delivery and equitable resource allocation. The division into smaller districts- Mukuju, Mulanda, and a yet-to-be-named neutral district presents an opportunity to address these challenges head-on. Smaller units mean local leaders can be more attuned to the unique needs of their communities, fostering development that truly reflects the people’s aspirations.

Details of the new districts

The creation of new districts Mukuju for the Iteso community, Mulanda and a third neutral district for the Jopadhola demonstrates a thoughtful approach to representation. Mukuju will ensure that the Iteso voice is heard, while Mulanda and the new district will cater specifically to the Jopadhola community’s needs, bringing voices closer to the people. Additionally, the elevation of Tororo Municipality to city status is a promising development. This change is likely to serve as a neutral administrative hub and attract investment, which is crucial for stimulating economic growth in the area. However, it is not clear whether the city will be “neutral,” considering that both communities will coexist and share leadership. Only time will tell!

Impacts of the division

I am optimistic about the potential benefits this division will bring. Smaller districts can lead to improved service delivery, ensuring that residents have quicker access to essential government services and better remuneration for leaders, who, according to District LCV IV Hon. John Okea, would only receive sh30,000 as a sitting allowance per council session. The creation of new administrative units also holds the potential for job creation in various sectors, including education, health, and infrastructure development.

Moreover, this division acknowledges and empowers the distinct cultural identities within Tororo, promoting a sense of pride and belonging among residents. It is essential for local governance to reflect the diversity of our communities, and I believe this move does just that. It is upon the residents to embrace this and be part of the development of the “Jerusalem,” as the Jopadhola fondly refer to Tororo.

Community reactions

While many local leaders and residents share my optimism, I recognise that there are mixed feelings about the division. Some concerns have been raised regarding the naming of the new districts, and further concerns about where the Tororo district headquarters will be situated, as well as whether the name will be maintained.

Further, the new district, whose name is yet to be identified, still keeps many a bit anxious about both its name and location, but we await the discussions and decisions to be made from this. In all this, I believe it is crucial for all voices to be heard in this process, as distinct identities will help foster a sense of ownership and representation.

Like all other leaders, I call for unity and cooperation among communities, as we must move beyond historical rivalries and focus on collaborative development that benefits everyone. Additionally, the government’s support in disbursing the relevant finances will be crucial in running these administrative units.

Overall, the division of Tororo District represents a pivotal moment in our governance. By creating three new districts and elevating Tororo Municipality to city status, we can enhance local representation, improve service delivery, and stimulate economic growth. As this transition unfolds, I urge my fellow residents to engage actively in the process, ensuring that the new administrative structures effectively meet our needs. Together, we can shape a more equitable and responsive governance system that paves the way for a brighter Tororo.
