RDCs advised to guide residents on land issues

Resident district commissioners (RDC) have been asked to guide residents on land issues to avoid increasing wrangles and displacement of people. 

“RDCs should make sure that no one is chased from the land or kibanja without following the correct legal process. Sit with the two parties or call land officials to solve the matters amicably,” said Amb. Barbra Nekesa, the National Resistance Movement (NRM) national treasurer.

Nekesa said if the RDCs’ day-to-day duties include monitoring and supervising the implementation of public services in their areas of jurisdiction, also chair the district security committee comprising the Police, intelligence services and army, then how come people are being evicted without their guidance.  

Nekasa’s call came after Nsubuga Mayanja, the NRM chairperson for Nansana Municipality, presented a report that cited the increasing cases of land grabbing in Wakiso district as one of the major factors that led to the party’s poor performance in the district in the 2021 election.  

Out of the nine Members of Parliament from the district, the NRM has none. 

Although President Museveni won the 2021 general election with 5,851,037 votes (58.64%) over his closest challenger, Robert Kyagulanyi Ssentamu of the National Unity Platform (NUP) who polled 3,475,398 (34.83%). In Wakiso, Museveni got 122,505 (21.82%) while Kyagulanyi got 425,002 (75.69%). 

Nekesa made the remarks while meeting NRM leaders from Busiiro North during a mobilisation campaign and research survey in Wakiso district to assess the progress of the party’s manifesto implementation. 

The exercise which was launched last month, is intended to address the challenges that caused the party’s poor performance and forge a lasting solution to the problem before the 2026 general election. 

The function that took place at Oil City on Thursday, June 8, attracted over 300 NRM leaders from Nansana Municipality, Nabweru Town Council North, Busukuma sub-county and Gombe sub-county. 

Nekesa who was accompanied by Godfrey Kiwanda, the NRM vice-chairperson for Buganda region, Rose Namayanja, NRM the deputy secretary general, Justine Mbabazi, the Wakiso RDC Hajj Abdul Kiyimba, the district NRM chairperson, former MP Robert Kasule Sebunya, and NRM leaders in the district, called upon residents to work closely with RDCs to solve land matters. 

The countrywide mobilisation drive is running under the theme Unity and Reconciliation, and is geared at galvanising cohesion in the party and ensuring smooth working relations between the party secretariat and the grass-root structures. 

Speaking while responding to questions of internal fighting and the NRM Secretariat’s delay to resolve the issues, Namayanja apologised to NRM leaders saying it is time for us to unite and work for the party. 

“Our focus now as NRM leaders, is to promote the lives of communities, promote things that unite people, members should stop fighting and save the people,” Namayanja advised. 

She noted that the Secretariat is going to be more proactive in people’s problems and mobilise citizens to embrace Government programmes such as Emyooga and the Parish Development Model that are aimed at improving their livelihood. 

Kiwanda said they intend to meet the area MPs, NRM district executive committee, RDC, CAOs, LC5 chairpersons, mayors, and councillors among other leaders in the constituency as they reclaim political support 

“Let us maintain the values of unity and reconciliation as this will make the party strangle ahead of the 2026 election,” said Kiwanda. 

Wakiso RDC Mbabazi asked the local leaders to stop interfering with their work as they do their investigations. 

“The President gave us a directive to create a community security committee that can protect people so that they can do their work without interference,” she said.
