Is speed limit on Entebbe expressway only 40km/hr?

I find it perplexing that the expressway management would impose such a low speed limit on a highway designed for efficient travel and time-saving. The rationale behind this restriction is unclear, especially considering the urgent needs of road users, such as catching flights or attending meetings.
