Probe into MP Zaake’s alleged misconduct flops again

The probe into Mityana Municipality Member of Parliament Francis Zaake (NUP) over alleged misconduct has stalled over the lack of quorum.

The Chairperson of the Rules, Discipline and Privileges Committee, Charles Onen (Laroo-Pece Division, INDP), on Wednesday, December 13, 2023, said that the issue is arising from the fact that MPs are in Kigali, Rwanda for the East Africa Community (EAC) Inter-Parliamentary Games.

In the committee that is composed of 36 members of Parliament, only Onen and Margaret Achilla Aleper (Kotido, NRM) were present by 11:51 am.

 

Onen said that he was also fed up with the case, remarking that it is taking a long time to be concluded.

He adjourned the meeting and said another date will be set for the hearing since the House is approaching the Christmas holidays.

Two legislators who included John Baptist Nambeshe (Manjiya County Bududa, NUP), and Medard Lubega Sseggona (Busiro County East Wakiso, NUP) appeared before the committee to witness in the alleged Zaake Indiscipline case.

Sseggona said that at least it should be on record that he appeared before the committee.

However, he reiterated that he was not going to state anything different from what was already recorded in Hansard.

“I already clarified this issue in the Hansard. I will give this meeting one more chance to appear and beyond this, I will not have my time wasted,” he said.

Nambeshe said that it was not clear in the sermons what he is supposed to be cross-examined on.

Zaake through his lawyer, the Kampala lord Mayor Erias Lukwago, previously demanded to interface with the Deputy Speaker of Parliament Thomas Tayebwa instead of handpicked officers from the Hansard and records department.

Last year, Zaake was referred to the Committee over indiscipline issues. On that fateful day, Zaake purportedly hijacked the microphone without the discretion of the presiding officer in a bid to raise a procedural matter about rampant abductions of supporters by security agencies.

Even after being guided otherwise, he remained glued to the floor prompting Tayebwa to adjourn the house to restore normalcy.

Since then, the matter remained pending and was only activated after Zaake landed himself in hot soup for haranguing Rakai Woman MP Juliet Kinyamatama Suubi (NRM) in October.
