    Agaba has been the centre of focus in the demolition of illegal structures in Kampala

    GEORGE Ninsiima Agaba, the director of physical planning in the Kampala Capital City Authority (KCCA), is no stranger to controversy.

    He previously served in the defunct Kampala City Council (KCC) as deputy director of physical planning. He mysteriously held onto the same post during the transition between the old regime of KCC and the new one KCCA.

    Agaba was one of the eight directors who were forwarded to President Yoweri Museveni for appointment to head KCCA.

    In his role as director at KCCA, Agaba is known to be overzealous in enforcing the law and issuing 28-day ultimatums before demolitions.

    In some interviews, Agaba refers to himself in the third person singular saying: “I don’t see where Agaba is going wrong. I think Agaba is doing his job under the Physical Planning Act and the Public Health Act. If I am breaking a law, someone should say so.”

    In September, he issued a list of properties in Kampala that were marked for demolition. He defended his action, saying the authority was demolishing structures in line with the Physical Planning Act.

    Since last year when KCCA was established, Agaba has been the centre of focus in the demolition of illegal structures in Kampala.

    In November, he said almost 500 buildings were marked for demolition and the number kept growing. From his overall estimate, almost 80% of buildings in Kampala either have no plan or contravene the approved plan.

    In a city with such illegal structures, Agaba has the unenviable job of enforcing the law that involves bringing down buildings, which are a source of livelihoods or homes.

These buildings were built at the expense of corruption!! I do commed agaba for good work done. However. Whereas some buidings are being demolished because of poor planning. Other structures like that of kabusu whose construction was stopped . Kampala needs someone like Agaba. Planning regulations should be enforced. At the monent people put up structures just as they wish without respect to the environment, neighbourhood, welfare and hygiene. Someone has to stand firm. I salute Agaba, the Sunday issue was rather unfortunate, I regret it, but Kampala should not be left to be transformed into a slum. The new KCCA is doing a tough job, keep it up.

To me this was a very unfortunate incident seeing people being beaten with very big sticks like cattle by the enforcement group under the watch ful eye of Agaba & then later weilding the guns & shooting directly at them. This was premeditated because where did they get those big sticks & why on sunday which is officially a non working day for civil servants under which KCCA falls. Agaba should take all the responsibilty as he was the head of the team.

Why is Agaba working alone, yet the approval of building plans involves four experts, that is, the health inspector, engineer,physical planner and the town clerk.So, I expect these officers to work with him,but we only hear of Agaba all the time as if he is the only person dealing with structural development in the KCCA.To me I conclude that he has per5sonal interst which is risky for him.

I can answer the question of ''WHO AGABA IS... An over reaching self righteous government bureaucrat that believes his job mandate is higher than the lives of the people he was tasked to serve. Kampala needs a clean up. We all agree. There''s a lot of structures that need to be demolished. Agreed. Yet one has to be sensitive to the very population that one is sworn to serve. This guy was there when all this trouble was starting in other-words he started it all in the very beginning (by allowing construction to take place). Is it now that he sees it is wrong? Well he was on top of that, requested and begged for permission to allow people (who, he had given permission to build before), to remove some of their belongings but he refused don''t you think he is the root cause of all that happened. God forgives and allows time to reform couldn''t he give these people two hours to repent (remove their few belongings) Who is he? For Komakech (body Gard) he should be crucified the guy was out to kill just shooting at people like that he is an animal. Bring him and let the people crucify him alive. Where was he trained? Let''s not approach the "Agaba issue" with alot of sentiments, bias and feelings. Those baying for his blood when the case is before police shows how primitive our society is.His tribe, nationality and educational back ground has nothing to do with what happened.It is unfortunate Agaba is enforcing a less popular policy and right thinking Ugandans should all come out to assist the cause. 80% of Kampala structures being demolished is a non issue if they are declared illegal by competent authorities. Its sad that there was chaos that resulted into loss of life. But one thing that people are forgetting is that Agaba was doing his work. If you really saw the NVT Video clips, Agaba was about to be hacked by the guy who had an AXE. Why can''t we condemn those that attacked KCCA law enforcement officers. Why condone violence???? Agaba had no choice but to defend his own life otherwise he would be dead. Ugandans must respect the law instead of disregarding it and then accuse those enforcing it. On Komakech, his core Job is to protect his boss by all means possible. He only fired when the mob was attacking KCCA officials. Despite the fact that he had a Pistol, he never fired at anybody until the situation turned bloody. Let us condemn mob justice and learn to be fair to others when we are passing judgements

Whatever explanation,he must face the fairness of justice and serve possible consequences of is brutality in the name of eviction. I am not justfying Agaba"s actions but Ugandans should wake up.Why does one have to build in a road reserve?I know poverty is biting people but this is not an execuse to go against the law.I watched the incident taking place what I think is that that force was not called for and Komakech was aiming at people not shooting in the Air to scare.However, I believe the community whose kiosks were demolished were also armed to kill.Fellow Ugandans if it was Agaba who was killed what would be the reactions of many people.Ugandans let us be realistic and responsible for the development of our country .This can be done by supporting the law enforcement officers when carrying out their lawfull duties.

Yes, he made mistakes in handling the crowd, but I think KCCA in its current state requires the likes of Agaba if sanity and rule of law is to be restored to a city where you could own a building in a round about. KCCA should not sacrify him, the best they should do is to provide more reinforcement and support when Agaba and company are executing the much needed, re-organisation of the city.
