ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT OF NAMUNGALWE-KALIRO, KYEGEGWA-MPARA-RUYONZA AND NAMASALE TOWNS WATER SUPPLY AND SANITATION SYSTEMS

The Government of Uganda (GoU) has applied for financing from the World Bank towards the cost of the Integrated Water Management and Development Project (IWMDP). The proposed IWMDP is a follow on from the ongoing Water Management and Development Project (WMDP).

The GoU therefore intends to apply part of the funds under WMDP for consultancy services for Environmental and Social Impact Assessment (ESIA), for the Towns' Water Supply and Sanitation Systems of Namungalwe-Kaliro, Kyegegwa-Mpara-Ruyonza and Namasale under IWMDP.

The main objective of this assignment is to conduct an Environmental and Social Impact Assessment (ESIA) detailing the potential impacts of the projects (water and sanitation infrastructure for Namungalwe-Kaliro, Kyegegwa-Mpara-Ruyonza and Namasale towns and their peripheral settlements) and their mitigation measures 

Scope of Services and Tasks:

The detailed tasks under Environmental and Social Impact Assessment will be tailored and concluded based on the fi ndings in the scoping study but will include among others:

(i) Determine and further collect where needed the baseline data according to the ESSS findings and guidance

(ii) For the proposed project and its alternative scenarios, discuss the technical, economic, social and environmental parameters and determine and assess the identifi ed impacts;

(iii) Prepare the Environmental and Social Management Plan, identifying the required actions needed to avoid or mitigate environmental and social impacts of concern that will be integrated into the design (the proposed Mitigation Measures) as well as the required monitoring measures.

(iv) Identify the responsibilities for implementation as well as oversight for the identifi ed mitigation and monitoring measures including an estimate of investment and/or operating budget required.
