Mbarara City beat Synergy 2-1 in a controversial game to earn promotion to the Uganda Premier League.
Centre referee Dennis Batte awarded Mbarara a goal Synergy argued was offside late in the game.
Makweth Wol struck a brace for Mbarara while Solomon Okwalinga found the net for Synergy.
Earlier in the game Synergy was denied a penalty after Pius Kaggwa was brought down in the box.
The western Uganda side now joins Maroons and Masavu in the topflight.
Mbarara coach Richard Makumbi who has a great record of getting clubs promoted from the second tier, praised his side's performance.
"This is not special to me, we had to qualify. My side put up a good performance," Makumbi stated.
BUL, Bunamwaya now Vipers, Soana, SCOUL, Nalubaale and Entebbe are some the teams that Makumbi has promoted to the topflight.
Synergy coach Brian Ssenyondo blamed the centre referee for the defeat.
"We can't revise the result though am not contented with the way we lost. Some of these decisions made by the referees chase away potential people who would want to invest in the game," Senyondo said.
