CSO oppose Kayihura's re-appointment as IGP

The group led by the city Lawyer Andrew Karamagi said Kayihura's 10 year tenure in office has been tainted by incessant incidents of human rights violations, police brutality and partisan policing.

Members under the umbrella body Alternative Leadership Initiative for Uganda (Alive Uganda) have appealed to the Parliamentary appointments committee to decline to confirm Gen Kale Kayihura's reappointment as the Inspector General of Police (IGP).

The group led by the city Lawyer Andrew Karamagi said Kayihura's 10 year tenure in office has been tainted by incessant incidents of human rights violations, police brutality and partisan policing.

President Museveni recently reappointed Gen Kale Kayihura as IGP for another three-year term. Kayihura's contract was supposed to be expired late this year.


Article 213 of the 1995 Constitution provides that the IGP and his deputy shall be appointed by the President with the approval of Parliament.

Karamagi said they have complied one hundred and twelve pages of information, pictures, reports, letters, articles and other data that supports their call for a stay of the confirmation hearings until an investigation is undertaken into Kayihura's leadership of police force.

He blamed Kayihura for defying public outcry to the contrary and gone ahead to create, train, arm and fund outfits that are strange to the laws of Uganda, most notably the crime preventers who in many ways have turned out to be crime promoters.

Brian Atuheire another member of the group said they will continue to pressurise Parliament to listen to their demands.

The group also condemned police for beating and arresting journalists who were commemorating World Press Freedom Day Celebrations which took place on Wednesday.

Countries commemorated the day in order to give prominence, reflect and evaluate progress in achieving the fundamental principles of press freedom through advocacy activities. Countries also use the day to raise their voices in demanding for improvements from duty bearers while defending the independence of the media and to pay tribute to journalists whose lives may have been affected in the line of duty.
