Uganda, Rwanda Police chiefs meet on border security

Police chiefs of Uganda and Rwanda met at Lake View Hotel in Mbarara to enhance cooperation. 

The meeting was chaired by the Inspector General of Police Gen. Kale Kayihura and Commissioner General (CG) Emmanuel K. Gasana, the Inspector General of Rwanda National Police. 

During the meeting, the Police chiefs reviewed the progress of implementation of previous resolutions and lay strategies to combat cross border crimes such as terrorism, drug trafficking, cyber crime among others. 

The meeting deliberated on various areas of security interest and subsequently adopted resolutions including enhancing timely exchange of information and intelligence, develop and update a joint watch list of wanted persons. 

They also resolved to develop and update a joint watch list of wanted persons and foster security along their common border in particular strengthening joint community policing initiatives. 

The Police chiefs also agreed to pursue the concept of "twining" in policing initiative, build capacity through development of Police doctrine, curriculum, infrastructure, exchange of instructors and students. 

They would also form clusters based on the functional areas of counter terrorism, investigations, crime intelligence, e-policing, traffic and road safety, legal human resources, information and research, disaster management among others. 

 

The heads of intelligence will conduct cross-border/transnational security threats assessment and submit monthly intelligence estimates to the chiefs of police of the two countries.

The next meeting will be held in Rwanda next year.
