Study tours for districts to improve performance

Butime says his ministry has started ranking districts per region in terms of performance.

Districts will be supported to enhance capacity in service delivery, the minister of local government has said.

This will be done through study tours and Minister Tom Butime pledged his ministries total commitment to enable poor performing districts to undertake study tours to learn from star districts.

"We can partner with you to look for funds to enable you visit and see how another better district is performing," he said.

The idea is not novel, however.  District councilors have often clashed with chief administrative officers (CAOs) over facilitation of such tours.

Butime said his ministry has started ranking districts per region in terms of performance, revealing Lwengo, Kabarole and Gulu as star districts in their respective regions.

The ministry is looking for funds from development partners to induct district councilors in conducting council business.
