The Higher Education Students' Financing Board (HESFB) is a body Corporate established by an Act of Parliament, number 2 of 2014, to provide both Loans and Scholarships to Ugandan Students to pursue higher Education. The objective of the Loan Scheme is to increase equitable access to Higher Education in Uganda and also support qualified students who may not afford the cost of Higher Education.

1. Job Title: Accountant

Reports to: Manager Finance and Administration

Grade: FB5

Essential Functions

• Responsible for day to day posting of all transactions into the various books of account, reconciliation, and preparation of management accounts.

• The post holder's responsibilities include among others:

• Participate in the preparation and implementation of annual budgets.

• Prepare periodic management reports that compares budgeted costs and actual costs.

• Maintain and regularly update the Board's asset register.

• Prepare payment vouchers upon proper approval and signature of authorized persons.

• Post all accounting transactions into relevant cashbooks and keep them updated all the time.

• Prepare monthly bank reconciliation and reports.

• Manage all imprest funds and ensure that adequate float is maintained and expenditure is according to the budget.

• Filing accounting records including paid vouchers and ensure that all supporting documents are attached.

• Prepare monthly payrolls and ensure timely remittance of statutory deductions.

• Banking of Board revenue and ensuring that all Board revenue is fully accounted for.

• Perform any other duties assigned to him/her by the Manager Finance and Administration.

Knowledge and Experience Required

The position requires the following minimum qualifications and competences:

• Degree in Bachelor of Commerce or Business Administration with emphasis on accounting (accounting major);

• Possession of at least Part II professional accounting qualifications in CPA, ACCA, or equivalent accounting qualifications.

• Experience in automated accounting systems will be an added advantage;

• At least 2 years working experience in accounting with a reputable organization, preferably in public sector.

Skills and Competences

• Self-driven with high sense of responsibility.

• Ability to meet deadline with minimal supervision.

• Good team player with strong interpersonal skills.

• Integrity.

• Proficient with Microsoft office.

2. Job Title: Credit Administrator

Reports to: Manager Loans and scholarships.

Grade: F.B 5

Essential Functions

• To provide overall administrative support to the Lending Team in order to achieve the Board's targeted disbursements and effective monitoring and control of the portfolio.

The post holder's responsibilities include among others:

• Update all student's record and data into the Integrated Loan Management System.

• Capture all student's data with regard to credit referencing bureau system and take record of Student's National Identification Numbers.

• Verification of student's data and subsequent loan application to ensure that they comply with all the requirements as per Credit Reference Bureau .

• Keep track and update record of the loan protection fund.

• Provide regular reports for risk and compliance to observe the credit risk policies.

• Report on the loan portfolio on a monthly basis.

• Participate in the process of loan recovery.

• Liaise with the department of credit reference to compile monthly performance reports on individual students regarding status of their outstanding loan obligations.

• Maintain the student's loans and recoveries ledgers.

• Maintain a proper filing system for HESFB records on loan portfolio management.

• Any other duties assigned from time to time by the Manger loans and scholarships.

Knowledge, Skills and Experience Required

• Honors degree in any of the following; Business Administration, Economics, Finance & Accounting, Social sciences ,Statistics & Management.

• 2 years experience in a Lending Operations.

• Hands on experience in dealing with Credit Reference Bureau (enrolment, data entry & reporting).

Skills and Competences

• Knowledge and understanding of a lending operation

• Good understanding of Credit Reference Bureau guidelines.

• Experience in portfolio monitoring and reporting.

• Proficient with Microsoft Office.

• Good team player with excellent interpersonal relationships.
