Jinja Magistrates' Court has issued a warrant of arrest for Christopher Aine RA No 195872, the ex-head of security for former Go Forward independent presidential candidate, Amama Mbabazi.

According to a warrant of arrest seen by New Vision, the Police have been instructed to produce Aine immediately after arrest.

"You are hereby directed to arrest the said Aine Christopher to produce him before me as soon as possible," the warrant, issued by the Jinja Chief Magistrate's court and dated April 12, reads.

In September last year, Aine appeared at the magistrates' court and was charged with assault, resisting arrest, obstructing Police officers on duty and escaping from custody.

Background

Prosecution said on September 12, 2015, at Kazimingi Industrial Park in Jinja municipality, Aine, with others still at large, assaulted SP Edgar Nyabongo and ASP James Katushabe while they were on duty.

Aine denied all the charges and was granted bail. However, he skipped bail after being linked to another violent incident in Ntungamo district, which was captured on camera as the Go-Forward supporters beat up National Resistance Movement (NRM) supporters.

The Police named Aine as the mastermind of the beatings. Last week, the Jinja court issued criminal summons to Aines's sureties to either produce him (Aine) in court on April 12, 2016, or be arrested.

However, Aine had showed up last week, but did not appear in court Tuesday.

Police spokesperson Fred Enanga said on Monday: "The matter is being handled at a political level."


According to the Police Political and Electoral department chief, Susan Kasingye, investigations into the case were completed and only the suspect (Aine) was missing.

"The talk about Aine's case being dropped can only be by the Directorate of Public Prosecutions, the only one who can enter a Nolle Prosequi" Kasingye said.

Nolle Prosequi

A Nolle Prosequi is a declaration made to the judge by a prosecutor, especially in a criminal case that the case against the defendant is being dropped.

The statement is an admission that the charges cannot be proved, that evidence has demonstrated either innocence or a fatal flaw in the prosecution's claim.

On Monday, while addressing the press, the Police spokesperson, Fred Enanga, said the Inspector General of Police, Gen. Kale Kayihura, was consulting with the Attorney General on the fate of Aine.

"The matter is being handled at a political level, considering that Aine was a security officer for one of the presidential candidates," he said.

Aine went missing last year on December 17, but resurfaced last week and handed himself to Gen. Salim Saleh, the senior presidential advisor on defence and security.

Enanga said: "Aine has offered to co-operate with the Government in a number of ways; a matter which is being handled at a political level.

"Saleh, being a senior security person, has been engaging the Government on behalf of Aine, since he handed himself over to him. We do not have a problem with that."
