Police to monitor Besigye's movements

Feb 23, 2016

"We have information that he (Besigye) was planning to cause an insurrection against an elected government, that is treasonous because he will be fighting the Constitution," Kaweesi said.

Dr. Kizza Besigye, the Forum for Democratic Change (FDC) party flag bearer in the just concluded presidential elections was released from detention and escorted back home but the Police said they would continue monitoring his movements and planned activities.

Assistant Inspector General of Police, Felix Kaweesi, said that Besigye was released at 10.00pm from Naggalama Police Station in Mukono district where he had been detained following his arrest on Monday as he left his home in Kasangati.

During an earlier press briefing at his home, Dr. Besigye had announced that he was going to pick his official declaration forms that were used to announce the presidential election results from the Electoral Commission headquarters along Jinja Road.

But instead the police that had camped at his home arrested him as soon as he emerged from his home and whisked him away to Naggalama where he was detained.

Dr. Besigye and several party officials were last Friday arrested from their offices at Najjanankumbi where the police said were planning to announce the FDC vote tally in the presidential elections contrary to the official results that were about to be released by the EC the following day.

He was first taken to Naggalama but later returned to his home in Kasangati where he was placed under house arrest, for what the police said was meant to prevent him from announcing his vote.

Kaweesi vowed that the police would not allow Besigye to go ahead with his plans of disrupting peace and security in the city.

He said upon his release, the police escorted Besigye back home but remained in the place, saying camping at his home was meant to monitor his movements and actions.

"We have information that he (Besigye) was planning to cause an insurrection against an elected government, that is treasonous because he will be fighting the Constitution," Kaweesi said.

He reaffirmed that the police had the capacity to contain Dr. Besigye and were at liberty to detain him anywhere.

He explained that the on-going deployment in the city was also meant to check Dr. Besigye's plans, saying he would be a free man as soon as he denounced his plans.

Kaweesi however said the police were not only monitoring Dr. Besigye but even other individuals working with him. He advised all aggrieved parties to go to court if they were not satisfied with the outcomes of the elections.

The Kampala Metropolitan Police Spokesperson, Patrick Onyango, confirmed Dr. Besigye's release but said the police would stay at his home.
