POSITION: PROGRAMME MANAGER-HEALTH

Location : Gulu/Kampala, Uganda

Fixed Term, 2 Years

Full-Time, 37.5 hours per week

 

Role Overview:

Lead the development and delivery of the VSO Uganda Health programme strategy. Analyse and understand the health development context and needs, key stakeholders and strategic partners. Ensure cross cutting themes (gender, inclusion and climate change) are included as well as integration with other thematic areas (livelihoods, education and governance). Work with relevant staff, volunteers and partners to inform and operationalise the health programme and projects; ensure health projects are delivered against timeframes and output and outcome targets/ objectives within the programme strategy and project plans. Ensure programme/project documentation is in place and up-to-date as per VSO guidelines and donor requirements, including for volunteer placements and donor reporting.

Skills, Qualifications and Experience required:

Programme Funding: Proactively identify health funding opportunities and potential (strategic) partners. Work with Head of Programmes, Regional Funding Adviser and Country Director to develop concepts and proposals.

Budgeting and Forecasting: Develop realistic project plans and budgets, ensuring compliance with donor requirements and that resources (volunteers, employees and funding) are allocated appropriately and achieve value for money.

Monitoring and Evaluation: Working with the M&E Coordinator, lead the design and delivery of appropriate monitoring and evaluation mechanisms to measure, document and disseminate progress, good practices and impact in health programme.

Partnership Development and Management: Develop and maintain good relationships with key

stakeholders and partners in health as appropriate.

Volunteer Management and Support: work with the programme support teams to induct, orient and provide on-going support to volunteers, including safety and emergencies.

Line Management: Manage, coach and motivate a high performing health team within the performance management framework, ensuring good customer service and continuous improvement.
