1.0 Background

In line with the National Development Plan (NDP), the Ministry is implementing an agriculture sector Development Strategy and Investment Plan (DSIP), 2010/11-2014/15.
The development objecti ves of the DSIP are to increase incomes and livelihoods of rural households and to improve household food and nutrition security. The immediate objectives are:

1: Factor producti vity (land, labour, capital) in crops, livestock and fi sheries sustainably enhanced
2: Markets for primary and secondary agricultural products within Uganda, the region and beyond developed and sustained
3: Favourable legal, policy and insti tutional frameworks that facilitate private sector expansion and increased profitability
along the entire value chain developed
4: The Ministry, and its agencies functioning as a modern, client oriented organisation within an innovative, accountable
supportive environment.
