PAKASA FORUM – Meet the panelists (Jennifer Semakula Musisi)        

In preparation for our first Pakasa Forum (#Pakasa13) slated for October 26 in the main auditorium of Kampala Parents School, we are profiling our panelists. Meet Kampala Capital City Authority’s executive director, Jennifer Semakula Musisi. 

Jennifer Semakula Musisi is a Ugandan lawyer and Public administrator. 

A Born again Christian, she is the current Executive Director of Kampala Capital City Authority (KCCA), a position to which President Yoweri Museveni appointed her in April 2011.

She assumed office on Friday April 15, 2011, on a three year, renewable term as the first Executive Director of the newly created KCCA (formerly Kampala Capital Council).

Work experience

She began her career as State Attorney with the Directorate of Public Prosecutions in the late 1980s. From there, she moved to Makerere University, where she worked as an Assistant Secretary (Legal Affairs ) in the office of the University Secretary for a period of nine and half years.

During her time at Makerere, she took time off to study for her master’s degree and then she resumed work at the university.

In 1999, she began working at the Uganda Revenue Authority (URA). While at URA, she re-united with her close friend, Allen Kagina, the Commissioner General, who was a year-mate at Makerere. 

She joined URA as Deputy Commissioner (Legal). While there, Jennifer Musisi is credited with co-authoring the administrative changes which in 2005, culminated in the forced resignation of all URA employees, in an attempt to rid the agency of corrupt officials.

Jennifer Musisi rose to the rank of Commissioner of Legal and Board Affairs at URA. At the end of her contract at URA in 2011, she retired from the agency with the intention of going into private enterprise. Jennifer is involved in cake-baking and real estate.

Education

Jennifer Musisi attended Tororo Girls School in Tororo District for her middle school education (S1 - S4). She then transferred to King's College Budo in Wakiso District for her high school education (S5 - S6). She left Budo in 1982, at the top of her class. She served as 'Deputy Head Prefect during her time at the prestigious mixed, boarding high school.

In 1982 she joined Makerere University, where she studied law. She graduated in 1986 with a Bachelor of Laws (LLB). The following year (1987), she obtained a Diploma in Legal Practice from the Law Development Centre in Kampala. Later, she obtained a Master of Public Administration (MPA), also from Makerere University. She also has qualifications in Management, taxation and law from numerous institutions including Harvard Law School and George Washington University.
