In a white paper, the Uganda government stated that Karamoja cattle scheme was to be withdrawn from the control of the Karamoja African Local Government and would be replaced by a livestock marketing organisation with effect from March 1, 1962.


In a white paper, the Uganda government stated that Karamoja cattle scheme was to be withdrawn from the control of the Karamoja African Local Government and would be replaced by a livestock marketing organisation with effect from March 1, 1962.

The organization aimed at bringing livestock population in balance with the carrying capacity of the land. To reduce the cattle population steadily, an export of over 50000 head of cattle a year had to be aimed at.

A marketing contribution of sh5 per head of exported cattle was to be paid to the Karamoja government treasury.

On April 17, 1964, Oryema was sworn in by the then Prime Minister, Dr. Apollo Milton Obote. He succeeded the last British Commissioner of Police Michael Macoun, who then became advisor to the Uganda government before shortly leaving the country in September 1964.
