Do meters work without power?

EDITOR—I am rather disturbed by the way our electricity billing is managed in Uganda. I have a feeling that either we are given faulty meters or there is deliberate fraud through over-charging. I think unsuspecting customers just pay without asking questions.

My power was disconnected in January and due to the exorbitant amount, I decided to hold on and first get a clarification before paying.

However, I am shocked to have received bills over the last three months actually showing that there are some units of power used (during the period I have been disconnected) and that means, the meter is actually moving with or without power!

I am lost for words! What does one do in such a case? What does the future hold for Ugandan electricity consumers? I have evidence of the bills from umeme. I would appreciate a response from them on the matter.
