IT has happened again. Some 147 O’ level candidates might not sit their examinations this November. Reason, the headteacher and bursar of St. John Bosco Senior Secondary School in Kamuli allegedly took off with their sh5.4m UNEB registration fees.
Although the bursar and headteacher are behind bars, this is not enough. Somehow, the candidates must be allowed to sit their exams or lose a whole year. What a waste of time and money it would be if UNEB chose the latter.
Let the children sit and UNEB can recover the money from the culprits. This would act as a deterrent to other headteachers and bursars who wish to make money dubiously.
UNEB normally issues a receipt to schools that have paid examination fees for all candidates. This is why the examinations body releases results to schools and not individual candidates.
Perhaps, school inspectors and UNEB scouts should be present at registration to ensure that all registered schools with exam centres carry out the exercise transparently. This would hopefully check the misappropriation of registration fees.
