AUDITOR General John Muwanga has criticised authorities in Apac district for failing to account for more than sh90m in 2001/2002 financial year.

In a report to Ministry of Finance and the Minister of Local Government, Muwanga said the money was diverted from targeted programmes.

He said funds for the Local Government Development Programme and feeder roads are conditional grants and cannot be spent on any other programme without authority from the Secretary to the Treasury.

He said the district is under obligation, according to the Local Government Act, to remit 65% of the revenue it collects to sub-counties.

Muwanga warned that the diversions were illegal and should be reimbursed.

The report also cited dubious expenditure of sh5.8m paid to a supplier of uniforms and boots to the district prisons as a settlement out of court.

“No proper authorisation of the settlement out of court was seen,” the report said.

The report said sh11m for payment of wages of road workers and to purchase culverts was diverted.
