Where have the Police been?
On Tuesday, I read an article that the Police officer in charge of traffic and safety said they would arrest passengers who do not follow safety regulations.

My question is — what have the Police been doing all along?
The Police have come up with several traffic polices which end up not being implemented.
Like the issue of speed governors and seat belts.
Will this really be implemented?
