LIMITING presidential terms is not among the core factors of democracy, President Yoweri Museveni has said.

“The crucial factor is people having a final say through adult suffrage and voting by secret ballot,” the President told a press briefing at the CHOGM Media Centre yesterday. He was responding to a question from a BBC journalist on whether he believed lifting term limits was consistent with Commonwealth principles.

The Ugandan Parliament amended the Constitution in 2005 and scrapped presidential term limits, he lectured, adding that term limits are a question of history or convenience in countries that have them. “You know countries like Britain don’t have term limits. I don’t know whether I should declare you undemocratic because you don’t have term limits.”
