NOT so long ago, smoking in public places was banned and so was building in wetlands. Wearing seatbelts in vehicles became law and littering was also forbidden. If you look at the issues mentioned and assess the situation, you will realise that Ugandans have practically forgotten about them all! <

Developed countries managed to overcome these hurdles by simply developing a culture of responsibility.
