Why not repair one road at a time?

EDITOR—The manner in which the roads in Old Kampala are being repaired leaves a lot to be desired! Why is it that many roads are dug up and then abandoned at the same time?
EDITOR—The manner in which the roads in Old Kampala are being repaired leaves a lot to be desired! Why is it that many roads are dug up and then abandoned at the same time? This habit is responsible for the massive traffic jams all the time.
There is a permanent traffic jam between Bakuli and Old Kampala police station because all the adjoining roads are under repair!
If we lack the institutional capacity to dig up or patch up a road within a few days, why do we not work on one road at a time, finish it and then tackle the next one?
