THE LC3 vice chairman of Makindye Division, Siraje Lubwama was last week released on bail after spending a month in Luzira prison.

Lubwama and two other division officials are facing charges of causing a financial loss to the division and conspiring to steal sh71m.

Justice Albert Rugadya granted Lubwama a non-cash bail of sh5m. Rugadya also directed Lubwama to deposit his passport with the registrar of crime and report to the High Court every month.

Haruna Kinnabi and Daniel Kamya stood as Lubwama’s surities, each committing sh10m (not cash).

The prosecution alleged that on June 17, Lubwama wrote a letter authorising the principal town clerk to pay sh71m to a company known as Psalm 24.8 for work that was not done.

He is jointly charged with the senior engineer of the division, Richard Semakula, a supervisor, Henry Miggade and Benedict Semuwemba, an accountant.
