THE Royal Netherlands government has earmarked 22m euros (about sh55b) towards promoting quality education in 12 districts. The districts are Amuru, Oyam, Bududa, Bukedea, Arua, Nebbi, Buliisa, Kyenjojo, Kaabong, Nakapiripirit, Lyantonde and Mubende.

The Minister of Education and Sports, Geraldine Namirembe Bitamazire, who launched the scheme code-named ‘Quality Enhancement Initiative’ (QEI) in Bukedea on Friday, said the Government had also provided sh88.5b this financial year for the 12 districts.

She said the funds would cover school facilitation grants, inspection and Universal Primary Education capitation grants.

Bitamazire noted that credible interventions and activities would be implemented at school level hinging on four pillars: pupils, teachers, management and the community.

She said the QEI would address quality through enhanced inputs in terms of funding, improved staffing, increased learning materials, upgraded physical infrastructure and strengthened monitoring, supervision and inspection.

“Like a patient is put on special treatment, the 12 districts are also under intensive care. We are going to monitor the mechanisms in place to improve quality,” Bitamazire said.

The Netherlands Ambassador, Jeroen Verheul, said the funds would be used to provide adequate numbers of qualified teachers, instructional materials, physical education and sports activities, classrooms and track pupil attendance.
