THE Government yesterday issued fresh resettlement guidelines for internally displaced people.

The district security committees are to determine the safety of the villages before people leave the camps.

In what he termed a ‘massive move from policy to implementation’, the disaster preparedness minister, Prof. Tarsis Kabwegyere, said displaced people should return to their villages because they had lived in camps for long.

He revealed at the Media Centre that the guidelines were arrived at during a Joint Monitoring Committee seminar after taking note of the security situation on the ground.

A statement signed by the Prime Minister, Prof. Apolo Nsibambi, said: “While upholding the principles of freedom of movement and voluntariness of the process, the district security and disaster management committees will advise and inform the population on the safety or otherwise of the areas to which they choose to move.”

Kabwegyere commended Gulu, Kitgum and Pader district committees for jointly declaring secure areas for resettlement.

“With the improvement of the security situation, the Government plans a proper mobilisation of auxiliary forces and progressively increase the deployment of civilian Police in areas of displacement, resettlement and return,” he asserted.

He stressed the need for clear dissemination of information about the resettlement exercise.
The minister said the needs of women, youths and people with disabilities should be taken into account.

Kabwegyere said the Government had earmarked 350 tonnes of maize, beans and sorghum seeds for Gulu, Amuru, Kitgum, Pader and Lira districts.

Displaced people will also receive 250 tonnes of millet and 228 tonnes of groundnut seeds, 300,000 hoes, 70,000 pangas, axes and sickles.

The minister noted that the situation in Teso sub-region needs more assessment.

He threatened to fight saboteurs of the exercise.
