THE Inspector General of Government has fired 41 employees in a major restructuring exercise targeting the corrupt, unqualified and aged staff.

IGG Justice Faith Mwondha said the affected workers were laid off after a job evaluation. “We gave notice in August 2005 calling on members of staff whose contracts were expiring to express their interest in renewal.

The Appointments Board interviewed them and found some not to be satisfactory. In all 41 people were not offered new contracts,” Mwondha said. She gave no names.

Eight technical staff at the level of principal inspectorate officers were affected and another 50 employees face the board next month. Although the the board has renewed 86 contracts, Mwondha said, “The Inspectorate has no obligation to renew contracts.”

She said some employees were counting on a clause in the IGG service regulations of 2000 that presumes a willingness to renew the contract if no notice is given by either party.

Mwondha said the regulations contravene the IGG Act of 2002. A human resource manual has been drawn to regulate the terms of service.

In the clean-up exercise, the IGG said some staff members were found to be corrupt. “We received reports of corruption, non-performance, indiscipline and late-coming,” she said, adding that some staff were a liability.

Mwondha said some of the sacked employees sat on files or leaked vital information to those under investigation.

Those whose contracts were not renewed would be paid their benefits, Mwondha said.
