KAMPALA City Council (KCC) officials on Friday failed to account for sh8b.

Town clerk Ruth Kijjambu and the director for finance, Bakka Musujja, failed to produce payment vouchers showing accountability of the funds for the five divisions of Central, Rubaga, Makindye, Nakawa and Kawempe.

The 10-man delegation had appeared before the local government accounts committee chaired by Geoffrey Ekanya, (Tororo) to respond to the Auditor General’s report for the financial year 2000/2001.

The MPs were stunned when KCC wanted to write off a bad debt of sh5.6b from property rates, without showing the list of debtors.

Erias Lukwago (Kampala Central) asked, “How do we order to write off sh5.6b, without showing us the debtors of the property rates? How do we conclude this was a bad debt without the proper documents?”

The MPs were surprised when Bakka admitted that they contracted a private company to collect the rates, of which they failed to show the agreement to MPs.

They fined the delegation sh2m for negligence of duty.

Ekanya said, “Sh2m should be deducted from the salaries of Kijjambu, Bakka and any other officers who lost the vouchers. It should be paid to the Consolidated account.

However, Kijjambu and Bakka argued that the surcharge should be paid by the former town clerk, Gordon Mwesigye, who controlled the funds by then.

The MPs also queried sh608m which KCC did not remit to the Uganda Revenue Authority (URA), the National Social Security Fund (NSSF) and the insurance pension scheme to National Insurance Corporation (NIC), which they claimed closed in 2001.

The Auditor General’s report said, “KCC deducted sh608m salary payments from its employees, but were not paid to URA, NSSF or to NIC.”
