International Criminal Court Bill out

SIX Bills were tabled in Parliament yesterday, including the International Criminal Court Bill, 2006, which will among other things enable the ICC to conduct proceedings in Uganda when passed into law.

SIX Bills were tabled in Parliament yesterday, including the International Criminal Court Bill, 2006, which will among other things enable the ICC to conduct proceedings in Uganda when passed into law.

Also tabled was the Penal Code (Amendment) Bill, 2006 which seeks to formally abolish corporal punishment, broaden the definition of defilement, create the offence of aggravated defilement and alter its penalty from ‘liable to suffer death’ to life imprisonment.

The Bill also seeks to create aggravated defilement triable and bailable only by the High Court. The offender is liable to suffer death.

The Bills were tabled by minister (Defence) Dr. Crispus Kiyonga.

The ICC Statute said the Court shall be a permanent institution with powers to exercise its jurisdiction over persons for the serious crimes of international concern.
